Moving to Albania: Unique Permit and residence setup

Albania's Unique Permit combines residence and work processing for several work categories, including the official Digital Mover category. Apply through e-Albania, keep visa and activity facts aligned, then complete address, original-document and biometric steps after approval.

Choose between the Unique Permit and a non-work residence basis

Short-stay admission does not authorise an indefinite move or local work. Albania's Unique Permit is the combined work-and-residence process for employment, self-employment, highly qualified work, intra-company transfer, investment and Digital Mover activity. Family, study and property ownership have separate residence routes.

Check whether the passport also needs a D visa and keep its purpose consistent with the permit. Apply from the country of residence or, if already in Albania, only while the stay is lawful.

Submit one complete electronic Unique Permit file

The applicant, employer or authorised person submits through the dedicated e-Albania service. The official service covers the work and residence process in one electronic application and lists passport, genuine purpose, sufficient means and public-order/health conditions as baseline requirements. Category-specific evidence is added in the live form.

The Ministry procedure states a four-to-12-week examination and issuance window from application. Treat that as an official range, not a guaranteed completion date. Do not start work merely because the file has been submitted; use the decision and any category-specific employment approval to determine the lawful start.

Keep Digital Mover work foreign-facing

Digital Mover is an official Unique Permit category, not a generic label for anyone with a laptop. The application must evidence the qualifying foreign employment or service relationship, income, accommodation, insurance and any other current category conditions. A local Albanian job, customers or operating business can move the facts into employment or self-employment instead.

Map the employer, clients, contracting entity, place of performance and payment flow before filing. Immigration approval does not settle Albanian income tax, social contributions, business registration or permanent-establishment exposure. Recheck the live form rather than copying income figures from older expat articles.

Complete address, originals and biometrics after approval

The published procedure says that after approval the foreigner has 30 days to confirm the exact home address at the civil-status office, pay the biometric-card charge, send the original documents and signed portal form to the regional migration office, and appear for fingerprints and other required steps. The applicant is then notified to collect the card.

Choose accommodation that can support this sequence. Verify the owner, title or authority to sublet, exact civic address, occupancy, inventory, utilities, deposit and cooperation with residence confirmation before paying. Keep a short initial stay if the permanent address cannot be verified remotely.

Build individual family and school files

Family reunification is a separate residence basis with relationship, accommodation, means and other evidence. Do not assume relatives share the principal's Unique Permit or that an adult dependant can work without the permission shown by their own route. Prepare recent, translated and legalised civil-status documents to the published standard.

Albania's education ministry provides an e-Albania service for equivalence of pre-university certificates from abroad. Ask the intended school about placement, translation, health, residence and language evidence before choosing housing; a private or foreign-language school should be checked for current authorisation.

Treat the 183-day test as one part of tax analysis

The Albanian Tax Administration says an individual is resident if they have a residence in Albania or stay more than 183 days in a 365-day period. Residents are taxable on Albanian and foreign-source income, while non-residents can still owe tax on Albanian-source income. A treaty and the precise work facts may change the outcome.

Track days, home availability, work location, payer, foreign tax and business receipts from arrival. Banks conduct their own residence, identity, address and source-of-funds checks; compare requirements before relying on an account for permit evidence, salary or rent. A bank account and residence card do not complete tax or business registration.

Verify healthcare, driving and pet rules rather than assuming EU treatment

Albania is not an EU member. Do not assume an EHIC, residence card or Unique Permit alone provides full public healthcare. Confirm any employment contribution record, family eligibility and provider access, and maintain suitable insurance for routine care, prescriptions, pre-existing conditions and evacuation until cover is established.

Ask the Road Transport Services authority whether and when the particular foreign licence must be translated, exchanged or accompanied by an international permit. Vehicle import and insurance are separate. For pets, obtain current veterinary, identification, vaccination, carrier and border instructions for the exact origin and species before travel.

Renew the correct sub-category and protect residence continuity

Use the expiry on the visa, Unique Permit or residence card and the live e-Albania service to work backwards. Employment ending, new clients, a new business activity, address or passport change can alter the correct sub-category; do not simply renew an obsolete factual basis.

Permanent residence is generally a later application after five continuous years of qualifying lawful residence, with continuity and category rules to prove. Preserve permits, addresses, entry/exit history, tax records, insurance and family documents, and confirm whether time on the particular status counts before planning around the five-year date.
