Moving to American Samoa: a practical relocation guide

American Samoa is a U.S. territory but operates its own immigration system. A U.S. visa, ESTA or status used for Guam or Hawai‘i does not itself settle American Samoa entry, residence or work permission.

Do not import mainland U.S. immigration assumptions

American Samoa Legal Affairs publishes its own entry documents and sponsored visitor permits. Travellers should use that territorial process even if they hold a U.S. visa or ESTA; admission to another U.S. jurisdiction is not an American Samoa residence decision.

Longer stays use employment- or family-based residency petitions or other territorial classifications. Foreign investor and guest-worker permits are separate statutory routes, not consequences of a mainland U.S. business or work visa.

Carry the territorial entry and sponsor file

Check the Legal Affairs document list for U.S. citizens or nationals, Samoa citizens and other travellers. A sponsored 30-day visitor permit remains a visit permission and should not be used to begin the proposed job.

For residence, make the local sponsor identify the classification, petition evidence and Immigration Board process. Retain the sponsor, entry and residency records separately.

Keep employer, residence and job aligned

An employment-based petition depends on the territorial sponsor and approved classification. Do not change employer, occupation or commercial activity until Legal Affairs confirms the new basis.

Federal U.S. employment documents may still matter in particular cases, but they should not be presented as replacing American Samoa immigration approval. Payroll should inspect the actual territorial record.

Verify a lawful and resilient home

Tutuila and the Manu‘a islands have different employment, transport, school and health access. Confirm landlord authority, occupancy, cyclone resilience, utilities, internet and road access before paying.

Land and housing rules are unusually local and should be checked with a qualified territorial professional. Do not assume a mainland U.S. purchase or lease pattern applies.

Plan hospital and off-island referral

Confirm whether the employer’s plan covers LBJ Tropical Medical Center, prescriptions and referral outside American Samoa. Carry vaccination and clinical records and do not assume mainland Medicare, Medicaid or a private network operates identically.

Medical evacuation can involve long flights and prior approval. Verify destination, transport limits and accompaniment for every family member.

Separate family status, tax and banking

A family-based residency petition gives the family member their territorial basis; it should not be described as unconditional work permission. Check each adult’s approved classification and each child’s school records.

American Samoa has territory-specific tax administration. Keep federal and territorial income, residence and travel evidence and ask banks for their local identity, sponsor, address and source-of-funds requirements.

Keep re-entry and residency current

Track visitor, residency, employment and passport dates separately and confirm re-entry before off-island travel. An expired or employer-mismatched record can disrupt return even when a U.S. document remains valid.

Settle sponsor, tax, housing, school and health records on departure and preserve Immigration Board decisions for any later petition.
