Moving to Cook Islands: a practical relocation guide

The Cook Islands runs its own immigration system. New Zealand citizenship changes the visitor category but does not create an automatic right to work; international workers, specialists, investors, spouses and students must use the permit matching their activity.

Use Cook Islands permission, not a New Zealand assumption

Cook Islands Immigration publishes separate New Zealand and international visitor permits. Both visitor categories prohibit work for gain or reward. New Zealand passport holders therefore still need the appropriate Cook Islands work, investor or other activity permit.

An International Worker needs the qualifying offer and employer recruitment evidence; Government Worker and Specialist Worker permits cover their narrower sponsors. A Resident Investor needs both immigration and Business Trade Investment Board approval.

Build the permit and onward-travel file

The official criteria repeatedly require identity, character, health, funds and, for several categories, onward-travel evidence. Workers should retain the signed offer, recruitment evidence, qualifications, English evidence where requested and the online application receipt.

Check the island of employment and the permit conditions before flying. A Rarotonga-based approval should not be assumed to solve accommodation, transport or service access on a Pa Enua island.

Apply for each spouse, child or student in the correct class

Resident and special spouse permits are distinct, as are Resident Child and International Child permits. The worker’s approval is not a family group visa; civil records and sponsorship or funds must support each application.

The official criteria place limits on work by international children and adult students unless the Principal Immigration Officer permits it. Do not promise a spouse or student unrestricted employment without the condition in their own permit.

Choose the island before signing the lease

Rarotonga, Aitutaki and outer islands differ in flights, freight, internet, schooling and health services. Confirm the actual worksite, cyclone resilience, water storage, power, transport and shipping schedule before paying a long lease or sending a container.

Keep the landlord’s authority, signed lease, inventory and real address. If the employer supplies housing, record when it ends and how an early end to employment affects the return journey.

Insure the referral and evacuation gap

Te Marae Ora is the main health provider, with services delivered on Rarotonga and the Pa Enua. Its 2026 referral policy covers domestic referrals and international referral to New Zealand, but eligibility for government-funded evacuation should not be assumed by a new permit holder.

Carry prescriptions and clinical records and obtain insurance that names the resident’s island, medical evacuation and any New Zealand treatment. A long-term visitor is expressly required to maintain health insurance; workers should verify equivalent practical protection.

Connect tax, banking and the permit history

International Worker renewal criteria can require evidence of a Revenue Division management number, taxes and superannuation, plus completion of a values or language programme. Ask the employer to identify onboarding and preserve each record from the first pay cycle.

Banks decide their own identity, permit, address and source-of-funds checks. Keep New Zealand and Cook Islands income, travel and transfer records for tax advice; the use of New Zealand dollars does not merge the two tax systems.

Respect permit-specific time limits and offshore conditions

The International Worker criteria include limits on consecutive permits and an offshore period during each prior permit, subject to stated exceptions. The student, researcher and spouse categories have different continuity rules. Read the live class criteria well before renewal.

Clear a new employer, occupation, study programme or investment structure before the change. Preserve tax, superannuation, values-programme and travel evidence and ensure each dependant remains valid.
