Moving to Estonia: residence, registration and first-month setup

EU movers obtain residence rights through Population Register registration; third-country nationals need a visa, short-term-employment registration or residence permit that fits the activity. Make the home address usable, then connect the personal code, ID document, payroll and healthcare records.

Choose immigration status before treating Estonia as a digital shortcut

EU, EEA and Swiss citizens may enter and work under free-movement rules, but a move beyond three months requires registration of the Estonian residence address. That registration creates the temporary right of residence; the resident then applies for an Estonian ID-card within one month. The ID-card supports local administration but is not a substitute for the travel document issued by the home state.

A third-country national must match the activity to the legal basis. Employment can use registered short-term employment alongside a lawful temporary stay, or a temporary residence permit for employment. Startup and digital-nomad routes solve different problems, and e-Residency is only a digital identity for administration of a business: it does not grant entry, residence, tax residence or work rights.

Make the document file and home address work together

Ask the authority or employer for the route-specific list before obtaining apostilles or translations. Keep the passport, employment or startup evidence, civil-status records, insurance evidence and housing document available as originals where requested. An employer confirmation does not cure a missing lawful basis to stay, and a personal identification code by itself does not create residence rights.

EU citizens should submit their Estonian address no later than three months after entry. Other foreigners staying on the basis of a residence permit or right of residence generally submit the residence notice within one month after arrival or acquisition of that basis. Registration may require the owner’s consent or a document proving the right to use the dwelling, so get this commitment before paying a long deposit. After a permanent move within Estonia, update the address within 14 days.

Verify the job, employer filing and every family member separately

Short-term employment must be registered by the employer before work begins unless a statutory or treaty exception applies, and the worker still needs a lawful basis to stay. A residence permit for employment has its own employer, role, qualification and remuneration conditions. Ask for the registration or permit decision and check it against the actual entity and duties before the first shift.

Give each accompanying spouse, partner or child a separate residence and health plan. Relationship evidence may need legalisation and translation, and the family member’s right to work follows that person’s status rather than the principal applicant’s job title. Notify the Police and Border Guard Board before assuming that a change of employer, role or residence purpose can be handled at renewal.

Confirm when health insurance actually starts

Estonian residence permission does not automatically insure every newcomer. An employee is generally entered for cover when the employer registers the employment and Estonia receives the required social tax; EU coordination, an S1 document or another statutory basis may instead determine coverage. Keep suitable interim cover until Tervisekassa shows the person as insured.

Once covered, choose a family physician for each family member by written application. A person holding an Estonian residence permit or right of residence may register with a family physician even while the insurance basis is being resolved, but uninsured treatment can be self-funded. Check insurer status, provider contracts, prescriptions and dependant coverage rather than assuming the principal worker’s record covers the household.

Separate tax residence, payroll and banking

Estonian tax residence can arise because the person has a place of residence in Estonia or spends at least 183 days there during 12 consecutive calendar months. Arrival and departure days count, and a treaty can resolve dual residence differently. File form R when the facts establish or change residence, and preserve a day count, homes, family ties, work locations and foreign income evidence.

A legally resident EU consumer has a right to seek a basic payment account, subject to anti-money-laundering checks; that does not guarantee credit or every commercial account. Compare banks’ passport, Estonian personal code, residence-card, address and source-of-funds requirements before directing salary. Keep a working foreign account until rent, salary and authentication have all been tested, and do not treat account opening as a tax ruling.

Test winter housing and use the registered address for school

Start with a lease that identifies the dwelling, parties, term, rent, deposit, utilities, meter readings, heating method, inventory, repairs and exit process. Ask for prior winter utility statements and confirm that the owner will support Population Register entry. A cheap headline rent can be a poor comparison if heating, parking or building charges are excluded.

The local government assigns a catchment school to children living in its area, and the school decides placement for a pupil arriving from a foreign curriculum with regard to age and prior study. Estonia’s learning obligation now reaches 18 for the cohorts covered by the 2025/26 reform and also applies to foreign children living in Estonia. Bring translated reports, support plans and vaccination records, and discuss Estonian-language support before committing to a commute.

Check the licence convention and pet origin before travel

EU and EEA driving licences follow the EU recognition framework. For a licence issued elsewhere, validity and exchange depend on the issuing country and convention format; licences in the covered category are commonly valid for 12 months from the start of Estonian residence. Exchange is available only to qualifying permanent residents, generally based on at least 185 days per calendar year, and tests or translations may apply. For a non-commercial move with a dog, cat or ferret, use the EU origin-specific tool. The baseline is a microchip before a valid rabies vaccination and either a valid EU pet passport for eligible intra-EU travel or an EU animal health certificate for entry from a non-EU country. Some origins also require a rabies-antibody test and entry through a designated point; airline rules are separate.

Calendar permit, passport and life changes independently

Record the expiry of the passport, visa, residence permit, ID-card, employment registration and insurance; they do not renew one another. Start with the Police and Border Guard Board’s current instructions early enough to replace foreign documents or correct an employer filing. Preserve every decision, address notice, contract, payslip and travel record needed to prove lawful continuity.

Job loss, a new employer, a new passport, marriage, separation, a child’s birth or departure from Estonia can affect several records. Re-check work rights before the changed job starts, update the Population Register after a move and notify the tax authority when residence facts change. Long-term residence and citizenship use their own continuity, absence and integration tests; neither follows automatically from an ID-card.
