Moving to Gibraltar: residence, work and local registration

Gibraltar separates the right to work from the right to live there. Secure the correct employment or other residence basis, then complete the local card, payroll and health registrations.

Separate entry, work and residence

Use Gibraltar’s immigration and residency portals for the current nationality-specific route. A visit is not a residence application, and the government’s guidance is explicit that employment alone does not confer a right to live in Gibraltar.

British, EU, EEA and Swiss nationals have a different work-permit position under current guidance but must still establish their residence basis. Other nationals normally need the employer-led work-permit sequence. Ask the residency team how the rules apply to your passport and household before committing to a start date.

Make the employer and permit sequence work

Get a contract from the Gibraltar business and ask whether it is registered and current with its employer filings. Where a work permit is required, the employer applies and the permission is tied to that role and employer; it is not a general permission to move to another job.

Current residency guidance says approval in principle must precede the residence application where a work permit is required, and the residence card must be issued before work starts. Treat the job offer, approval in principle, work permit and residence card as separate milestones rather than one approval event.

Build the residence-card evidence pack

Use the residency portal’s route questions, then gather the listed contract or other qualifying basis, accommodation and good-standing evidence. Supporting documents should show the application address consistently. An old EU document or UK immigration status should not be assumed to satisfy Gibraltar’s current application.

Residence documents are renewed under the live framework. The government warns that a residence permit based on employment can lapse when employment ends, so ask Immigration before the old role ends, before moving into self-employment or before changing the household basis.

Register payroll and the correct tax basis

Give the employer the records needed to request a PAYE tax code. The Income Tax Office says an employer must make the prescribed default deduction where no tax code has been issued, so keep the code, payslips and social-insurance records rather than assuming payroll will repair itself.

Self-employment has a separate Income Tax Office registration. Detached-worker and cross-border arrangements also have their own notification and tax questions; a remote-work label does not establish the answer. Keep work-location days and seek written treatment for duties performed on both sides of the border.

Establish GHA entitlement and register the household

Gibraltar’s Group Practice Medical Scheme is contributory, not automatic for every person holding a residence card. The GHA says insured persons and their dependants, and qualifying ordinarily resident persons, are the two broad entitlement classes. Match your evidence to the relevant class instead of treating employment, private insurance and a GHA card as interchangeable.

Once eligible, submit the GHA Medical Scheme registration or health-card eService; the online route requires an eGov account. Add dependants through the specific inclusion process, keep the issued card current and retain private cover until registration is confirmed. Residence-card guidance may instead require comprehensive private medical insurance for some self-sufficient, student or pensioner cases.

Use one provable address for home and school

Before signing a tenancy, make sure it can produce the address evidence requested by the residence and card process. Use the same format on the lease, utilities, tax, employment, GHA and card records. Price deposits, utilities, commuting and any private medical cover from current quotes, and keep a previous payment account until local income and direct debits work.

For a child, contact the Department of Education’s enrolment team rather than assuming a nearby school place. Government enrolment guidance makes ordinary residence and catchment material to eligibility and placement; confirm the current intake’s dates and documents with the team. Supply identity, residence and prior-school records, and raise additional needs before accepting housing solely for a preferred school.

Plan the licence and Spain boundary separately

The DVLD online service has a dedicated “Exchange foreign licence” application. It requires legal residence in Gibraltar and says the applicant must have been resident in Gibraltar, Great Britain or Northern Ireland for at least 185 days in the preceding 12 months. An exchange applicant surrenders the original foreign licence when the Gibraltar licence is issued, and collection is normally in person.

Do not infer that every foreign licence is exchangeable or that a Gibraltar residence card grants residence or work rights in Spain or the wider Schengen area. Before importing a vehicle or commuting across the frontier, check the current licence recognition, registration, insurance and border rules for each side independently.

Protect the route when work or family facts change

Keep the work permit, contract, residence card, tax code, social-insurance, GHA or private-cover evidence and address records together. Before a job ends or the employer, address, family composition or work pattern changes, ask the department named in the live portal which documents must be replaced or reported.

The practical sequence is status first, compliant work second, and local registration third. A tax code does not prove residence; a health card does not authorise employment; and a border crossing does not create permission to settle.
