Moving to Macao: a practical relocation guide

Macao entry clearance and the printed Authorization to Stay are not residence or work approval. Most foreign employees rely on an employer’s non-resident worker authorisation and identification card; residence authorisation is a separate status.

Separate entry, work and residence

The Public Security Police records each non-resident’s limit of stay. Entry permission, non-resident worker authorisation and residence authorisation are separate legal records.

For employment, obtain the Labour Affairs and Public Security decisions before starting work; entry-clearance and stay-slip administration do not replace the employer-led authorisation process.

Retain the Authorization to Stay

Check the limit printed or electronically recorded at entry and retain the Authorization to Stay slip. Use the official reissue service if it is lost.

Complete the non-resident worker identification and address instructions before work; do not assume Hong Kong or mainland status applies in Macao.

Keep employment and accommodation linked to approval

A non-resident worker’s status is employer- and job-dependent. Confirm Labour Affairs approval, PSP card and lawful start before working or changing jobs.

Use a stamped tenancy where required, verify the owner and ask which address update is needed after moving. Macao housing commitments are often substantial, so keep immigration conditions in the lease.

Obtain tax and healthcare arrangements

Ask payroll to register professional tax and social-security obligations. Immigration and tax residence remain separate, especially with Hong Kong or mainland workdays.

Non-resident workers should confirm employer medical coverage and access to Health Bureau services; maintain private cover until dependants are protected.

Plan family, school, banking and border movement

Each dependant needs their own stay basis; a worker card does not automatically grant family residence. Confirm school admission and language stream before taking housing.

Banks require passport, worker or residence card, address, tax residence and source of funds. Border commuting requires the correct Macao and neighbouring-jurisdiction documents.

Track the shortest permission

Calendar Labour Affairs approval, worker card, Authorization to Stay, passport and dependant documents. Employer change, contract end and passport replacement require prompt action.

Check Macao driving-licence recognition and vehicle rules rather than using a Hong Kong or mainland assumption.
