Choose the legal basis before committing

EU, EEA and Swiss citizens staying beyond three months must show a qualifying free-movement basis and apply for an eResidence document. A third-country national normally needs a permit matching employment, remote work, study, family life or another purpose. Visa-free entry is not authority to work or settle.

The employer-led Single Permit combines residence and employment. The Specialist Employee Initiative is a skilled channel within that system, not open work permission. The Nomad Residence Permit is for eligible third-country nationals whose work remains outside Malta. Check every dependant’s work rights separately.

Make the address and budget usable

Use temporary accommodation while comparing commute, noise, cooling, damp and internet. Verify the owner or agent, inventory, deposit, notice, utilities and whether the lease supplies residence evidence. Keep the agreement, payments, photographs and meter readings.

Budget temporary lodging, advance rent, insurance, documents, shipping, utilities and a cash buffer from quotes. Banks separately check identity, address, tax residence and source of funds, so retain another payment method while onboarding.

Confirm healthcare rather than inferring it

A residence card alone is not proof of public healthcare entitlement. Coverage can depend on insured work, EU coordination, reciprocal arrangements or dependant status. Keep route-required insurance active until the competent body confirms access and its start date.

Bring clinical summaries and prescription details, identify a pharmacy and primary-care route, and keep an emergency plan during the transition. Ask separately about each dependant because the main applicant’s position may not transfer automatically.

Align payroll, social security and tax

Immigration residence does not decide tax residence. Malta treatment can depend on residence, domicile, source and remittance facts. Employees should ensure payroll has the correct identity and contribution details; remote workers and company owners should test cross-border obligations before making large remittances.

Keep arrival and travel dates, contracts, payslips, contribution records and overseas-income evidence. A job change can affect both employment permission and payroll, so confirm the permit variation before starting for another employer.

Plan school and family evidence

Contact schools before fixing a long lease. Ask about address evidence, placement, catchment, vaccination, prior-school records and language support. Order authenticated birth, marriage and custody documents early where the residence category requests them.

Check every family member’s document and work conditions independently. Keep original civil records and certified copies accessible rather than in freight, and use the same names and address spelling across school, residence and banking files.

Handle licences, vehicles, pets and renewal

Malta drives on the left. Foreign-licence recognition or exchange depends on issuer and residence; vehicle import, registration, inspection and insurance are separate. Check the official sequence before shipping a car.

Pets need correct identification, vaccination and health documentation before booking travel. Diary passport and permit expiry, the earliest renewal point, and employer, address or family changes that must be reported.

Sequence the first month around evidence

Carry originals and secure copies of passports, entry evidence, approvals, work proof, insurance, civil records and translations. Establish a residence-ready address, attend the identity or biometric appointment and retain its receipt. Ask which document actually authorises the first working day rather than assuming an application is enough.

Then align employer, tax, social-security, healthcare, bank, utility and school records using the same spelling and address. Keep proof of every filing and record who owns each follow-up. Test permit implications before changing employer, role or the foreign-client mix.

Protect continuity after setup

Review the issued document for the correct name, activity, employer, family links and expiry. Keep lease, insurance, payroll or foreign-work evidence renewal-ready rather than reconstructing it near expiry.
