Moving to Monaco: a practical relocation guide
Monaco residence requires a viable address, sufficient resources and the correct nationality-specific pre-entry process. Residence and employment authorisation remain distinct, while health cover, foreign tax exposure and the new driving-licence clock each need separate confirmation.

Separate residence from permission to work
Anyone aged 16 or over who intends to live in Monaco for more than three months in a year or establish a home there needs a residence permit. The application requires suitable accommodation for the household, sufficient resources and good-character evidence. It does not itself authorise a particular job.
Pre-entry treatment depends on nationality. Nationals in the official EEA and associated list do not provide a long-stay visa for the Monaco application; most other nationals, including UK citizens, obtain a French type D visa for Monaco before applying unless a discretionary exception is granted. Employment follows a separate employer-led authorisation.

Build the residence file around a real home
The residence interview tests whether the Monaco home is appropriate for the number of people living there. Evidence can differ for an owner, tenant, corporate officer, hotel resident or person hosted by someone else. Confirm the acceptable lease, title, utility and hosting documents before paying a deposit or relying on a company-provided address.
The criminal-record document must be less than three months old and cover the countries where the applicant lived during the previous five years. Match names across passport, visa, bank reference, lease, civil records and translations. A support declaration can document a spouse, partner or dependant’s resources, but it does not create a separate family visa.
Pre-clear resources and banking without inventing a threshold
Officially, sufficient resources may come from salary, professional income, savings or financial support. Where funds are held with a Monaco bank, the bank provides the reference required for the residence file. Commercial banks set their own source-of-funds and onboarding requirements; the government page does not publish a universal minimum balance.
Speak to banks before the residence appointment, disclose tax residences and ownership structures accurately, and keep a fallback evidence route if account opening is declined or delayed. A bank reference supports the resources test but neither guarantees residence approval nor resolves tax residence.
Sequence recruitment and each household member
A Monaco employer reports every vacancy to the Employment Office, which has four clear days to present priority candidates. The employer then completes the hiring-authorisation and social-registration steps. A non-European recruit moving into Monaco coordinates that process with immigration; no one should infer work permission from a residence interview or card.
Monaco’s public procedure does not create a generic family-reunification visa. A spouse, partner, child or supported adult completes the residence evidence that applies to them, including accommodation, identity, civil-status and support documents. Children under 16 do not receive a residence card, although a travel document may be needed.
Confirm health cover after authorised hiring
Employee medical-benefit affiliation follows authorised hiring and social-fund registration. Ordinary entitlement uses work thresholds, including 120 hours in one month or 200 hours in a quarter; during the first three months, provisional benefits in kind may be discretionary. Do not promise full statutory cover merely because employment has begun.
Ask the employer and Monaco social funds for written confirmation of activation and dependant coverage. Maintain suitable private or home-system cover for any gap, and confirm how planned care, prescriptions and cross-border treatment in France are handled before using them.
Treat tax and school as separate decisions
Monaco generally does not impose individual income, wealth, property or occupancy taxes, but “tax free” is unsafe shorthand. French nationals are affected by the France–Monaco convention, and another country may still tax income or treat the person as resident. Monaco’s fiscal-residence certificate criteria refer to more than 183 days, principal activity or economic centre, longest annual stay or, failing those, the home.
Compulsory education runs from ages six to sixteen. Monaco has state, state-contracted and independent schools, with nursery places from age three subject to availability and bilingual choices in parts of the system. Contact schools early with the child’s address, status, prior reports and language needs; placement and immigration documentation are separate.
Use the new licence clock and verify pet restrictions
The June 2026 road-law change defines normal residence as at least 185 days in a calendar year and, for a residence-card holder, treats it as acquired on the 186th day after arrival. Apply to exchange a foreign licence within one year after acquiring normal residence. After that deadline the foreign licence is invalid in Monaco and an exchange requires the category-specific aptitude tests.
Pet rules depend on species, origin and transit through France. Monaco law prohibits acquisition, possession, import and entry of first-category attack dogs and controls other categories. Check identification, rabies, health-certificate and carrier requirements with the official origin/transit authorities; do not rely on commercial claims that every pet needs a Monaco “titre” or must enter through Nice.
Calendar card progression and changes
The temporary residence card is valid for one year. The ordinary card is valid for three years and is generally available after three years of residence; the privileged card is valid for ten years and is generally available after ten years. These are card categories, not automatic citizenship milestones or guarantees.
Renew on or before expiry with the current identity document, sworn statement, electricity bill, current rent evidence for a tenant, and updated resources or support evidence as applicable. A foreign resident aged 16 or over must report address or civil-status changes within eight days and surrender the card on permanent departure.
