Moving to North Korea: institutional eligibility and safety limits

FCDO advises against all but essential travel. General entry has remained closed or tightly restricted, independent travellers need state sponsorship, and there is no public open-market work or residence process.

Do not plan an ordinary independent move

The security position can change without warning and foreign nationals face extensive surveillance, restrictions and severe penalties. General border entry has remained restricted; confirm directly with the DPRK embassy.

Only an essential diplomatic, humanitarian or institutionally sponsored posting is potentially feasible. Organised tourism is not residence.

Require named state and institutional approval

Independent travellers need a sponsor and Ministry for Foreign Affairs permission. A work, study or residence posting therefore requires explicit DPRK and sending-institution approval, not an online public application.

Treat every route as an authority check and obtain written confirmation that it is open before making commitments.

Use the sponsoring institution for all logistics

Housing, movement, communications, work site and dependants must be authorised. Independent leases, unapproved travel and unsupervised activity should not be assumed possible.

Carry only approved devices and material and follow the institution’s legal and security briefing. Conduct lawful elsewhere can still attract scrutiny.

Assume limited health and financial access

Medical care and evacuation are limited and insurance may exclude travel against advice. The sponsor must supply evacuation, medicine and emergency communications.

International banking is severely restricted by sanctions. Do not attempt circumvention; all payments and supplies require institutional compliance review.

Keep external documents and exit authority live

The sponsor should hold redundant passport, visa and emergency-contact records and verify flight or rail permission before every movement.

Leave if the posting ends or the security position changes. Consular support may be limited and the authorities can restrict departure.
