Moving to Norway: UDI, police, identity number and tax sequence
Norway separates EU/EEA registration from residence permits for other nationals. The police or Service Centre appointment, Population Register decision and tax card are linked in practice but remain distinct official steps.

Choose the UDI path by nationality and purpose
Nordic, EU/EEA and other nationals follow different residence frameworks. Use UDI’s personalised route selector for work, study, family or another purpose, and check whether you must obtain permission before travel. A residence permit from another EEA state does not itself create a Norwegian work right.
Match employer, duties, pay, workplace and start date to the application. Give partners and children separate rows because an EU/EEA family member may use registration while a non-EEA family member uses a residence-card process.
Book the police or SUA step early
Approved permit holders may need to meet the police for identity checks, fingerprints, photograph and ordering the residence card. Follow the decision letter’s deadline and use the police or Service Centre for Foreign Workers booking channel; UDI itself does not control local appointment calendars.
EU/EEA nationals staying beyond the applicable period register under the EEA scheme and must continue to meet an underlying category such as worker, student or self-supported person. The registration certificate records registration but UDI warns that it does not itself prove continuing right of residence.
Connect the immigration event to the Population Register
The Tax Administration decides whether to issue a national identity number or D number. UDI explains that after many permit holders attend the police for a residence card, the authorities send the relevant information; EU/EEA applicants and their family members may need to report the move themselves.
Apply for the tax deduction card through the Tax Administration process and give the employer the correct identity details. Keep the move report, ID-control evidence, tax decision and first payslip. A D number is not a lesser visa, and an identity number is not residence permission.
Open healthcare and banking after checking eligibility
Healthcare rights follow membership and residence rules, not merely possession of a number. Check Helsenorge and the municipality for your coverage and whether you are entitled to a general practitioner; students or EU/EEA residents with own funds can have separate insurance duties.
UDI says a Norwegian bank normally needs a home address and approved identity and may request more documentation. BankID is a bank-issued electronic identity, not automatic with the national number. Compare banks by onboarding evidence and digital-access timing, and keep an alternative payment plan for arrival.

Make the address and household operational
Use a written lease, inspect deposit handling and utilities, register the correct address and put every recipient’s name on the letterbox; UDI warns that residence cards can be returned if delivery details are wrong. Notify the police of an address change when instructed.
Ask Statens vegvesen how long the foreign licence can be used and whether it can be exchanged; rules depend on issuing country and residence facts. Create separate permit, identity, health, school and renewal rows for every dependant, and track absences if future permanent residence matters.
