Moving to Oman: a practical relocation guide

An Oman employment move normally starts with an employer-held labour permit and work visa, followed by medical fitness and a Residence Card. Investor, family and student status are separate, and the site's freelance route is not a general permission for foreign newcomers.

Choose the visa by sponsor and activity

The ordinary work visa is requested by a local employer under its responsibility and relies on a Ministry of Labour work permit. The profession and gender recorded on the labour permission must match the visa application. A visitor entry does not authorise work, and the Royal Oman Police expressly says an employee may not work for anyone other than the sponsor unless the legal transfer process is completed.

Investor residence, family joining and student residence have different sponsors and purposes. Oman does not offer a general open freelance visa for foreign newcomers; a business or investor structure still needs the relevant commercial and labour permissions.

Lock the employer, profession and documents

Before travel, compare the signed employment contract with the labour permit and visa occupation. Confirm salary, allowances, housing, medical treatment or insurance, flights, probation and family support. The Ministry worker guide says the employer pays the work licence, ID card and residence visa while the worker remains legally employed.

Prepare passport, qualifications, professional licences, police and civil-status records as the route requires. For family joining, current Gov.om instructions ask for relationship evidence, the principal's passport and resident card, and an employer responsibility letter. Recheck the live service rather than relying on old salary thresholds reproduced by mover websites.

Sequence medical fitness and the Residence Card

The medical-fitness certificate completes the Residence Card workflow for workers and other covered applicants. Carry the passport and worker card and attend the designated health centre after completing the online steps. Children under 16 are exempt from that form for visit or residence applications under the current service instructions.

Every expatriate resident must obtain a Residence Card within 30 days of entry and appear in person. Verify the identity, employer and validity data, then activate the digital identity needed for government services. Keep the card and permit expiries in a shared renewal calendar.

Plan each dependant separately

Joining-relative residence covers the spouse and children under the current age rule and depends on the principal's valid residence. Other relatives use a discretionary family-visa branch. Residence as a dependant is not a general work permission; an employer must complete the lawful work and transfer steps before employment.

Oman has private, bilingual and international schools for non-Omani students. Ask the school for its admission, transfer-record, attestation and language requirements before shipping originals. Confirm medical coverage in writing for every family member: an employer obligation to the worker should not be assumed to include every dependant or treatment category.

Protect payroll and employer-change timing

The Wage Protection System tracks private-sector wage transfers to accounts at approved local banks against the contractual amount and timing. Once the Residence Card is issued, give payroll the correct bank details and retain payslips and statements. Ask the bank for its own passport, card, address and tax-residency evidence list.

A move to another employer is a formal transfer. The current Ministry service has the new employer initiate, the current employer review and settle dues, and the new employer pay before Royal Oman Police confirmation. Do not begin work for the new entity while these records are incomplete.

Make housing and future tax part of the plan

Use a written lease that identifies the parties and unit and allocates utilities, maintenance, deposit, notice and early termination. Photograph condition and meters. Family joining can require housing evidence, so make sure the contract can support the sponsor file and is not merely an informal sublet.

Oman has enacted Personal Income Tax from the beginning of 2028 for natural persons above the statutory income threshold, subject to the law's income categories and future implementation guidance. It is not a 2026 payroll tax. Still track days, income and overseas ties now, because immigration residence, treaty residence and later tax scope are different tests.

Resolve the licence and pet permit before deadlines

Oman exchanges only licences from eligible countries. The Royal Oman Police asks for a valid eligible licence, Residence Card, approved vision test and other listed evidence. If the licence is not exchangeable, plan the local testing route before buying a vehicle.

Dogs and cats need a prior veterinary import permit through Bayan. The official conditions include a microchip, vaccination record, government veterinary certificate and rabies-antibody test timing, plus a prohibited-dog list. Because the sequence can take months, begin with the current conditions before booking cargo.

Close the sponsor chain cleanly

Track the passport, labour permit, visa, Residence Card, insurance and family records separately. Residence renewal requires the applicant to be in Oman under the Royal Oman Police online instructions. Start early enough to correct a passport or employment mismatch.

Before changing status or departing permanently, obtain written employer settlement, close or transfer the lease and utilities, preserve salary and medical records, and confirm cancellation or transfer for the worker and dependants. A resignation letter alone does not update immigration and labour systems.
