Moving to Palau: a practical relocation guide
Palau’s Digital Residency Program is an online identity programme, not permission to enter, live or work in Palau. Physical relocation depends on Immigration and, for employment, the employer-led nonresident-worker and provisional labour-visa process.

Reject digital residency as a migration route
Palau Digital Residency provides a government-backed digital identity and services. It does not appear in the physical immigration route and should never be described as a visa, residence permit, work permit or route to settlement.
Visitor entry and tourist extensions are not work authority. A Palau employer should obtain the current nonresident-worker approval and provisional labour visa or other work documentation before the worker travels.
| Plan | VisaAtlas route | Boundary |
|---|---|---|
| Local employment | Work Visa Authority Check | Confirm employer-led labour and immigration approval. |
| Family, study or longer stay | Residence, Family or Study Authority Check | Get the current category directly from Immigration. |
| Digital identity only | Digital Residency Program | No entry, physical residence or work right. |
| Tourist extension | Tourist Visa Renewal Check | An extension remains visitor status. |
Require employer evidence before arrival
Have the employer identify the labour approval, provisional labour visa, passport endorsement and any health or police evidence. The public website does not provide a complete general workflow, so confirm it directly with the Bureau of Immigration and labour ministry.
Do not fly on a visitor stamp intending to regularise ordinary employment later. Keep the employer approval, entry record and permit collection evidence separately.
Choose Koror, Babeldaob or an outer island deliberately
Koror concentrates services, while Babeldaob and outer islands change commute, boats, schools, health and internet. Confirm the worksite and transport before signing a lease.
Inspect storm resilience, water, power, cooling, mould and communications and clarify employer housing. Importing a vehicle, pet or household goods needs separate customs and biosecurity checks.
Register real work, wages and tax
The Bureau of Revenue and Taxation treats wages or salaries as compensation for work or services performed in Palau. Give payroll the actual work and permit facts and keep payslips and benefit records.
Ask the bank for its passport, permit, address, tax and source-of-funds requirements. Digital residency does not prove physical tax residence or remove Palau tax questions.
Insure island care and overseas referral
Confirm local hospital and insurer access, medicines and the referral destination for specialist care. Carry vaccination and clinical records and a sufficient initial prescription supply.
Medical evacuation is a long-distance risk. Verify transport, pre-authorisation, accompanying-family and diving exclusions rather than buying generic travel cover.
Confirm each dependant directly with Immigration
The public government directory directs applicants to the Bureau of Immigration for current family and study requirements. Do not infer a dependant’s residence or work rights from the principal worker’s approval.
Secure school place, island transport and health cover for each child before housing. An accompanying adult needs their own approved work basis.
Renew the labour and immigration records together
A tourist extension does not cure unauthorised work. Have the employer renew the nonresident-worker and immigration documents in the required sequence and obtain approval before transfer.
Before departure, settle tax, lease, utility and employer records and confirm whether the permit or re-entry record must be surrendered or cancelled.
