Moving to Puerto Rico: US status, island administration and tax reality

Puerto Rico is a US territory, not a sovereign immigration destination. US citizens and lawful permanent residents move under US rules; other nationals must solve US immigration first. Tax incentives are conditional decrees, not a blanket exemption.

Immigration depends on your US status

Puerto Rico is a US territory. A US citizen does not apply for a Puerto Rican visa, but still needs identity and travel documents for the journey. A non-US citizen cannot use Puerto Rico as an immigration workaround: check the US visa, admission or permanent-residence status that permits the intended stay and work.

A visitor, student, employee, family immigrant and permanent resident have different work, study and duration rules. Keep the controlling US approval and ask the relevant federal authority before booking a one-way move.

Tax residence is a separate decision

IRS Publication 570 separates the presence test, tax home and closer connection tests for bona fide territorial residence. Counting days alone is insufficient. Keep a travel-day log and evidence of where you work, live and maintain family and financial connections. Income sourcing remains a separate question; US citizenship does not make all income exempt.

Act 60 incentives are applications and decrees with eligibility, sourcing and compliance conditions. Do not describe an incentive as a guaranteed zero-tax result or assume that moving an address changes the source of investment, employment or business income. Obtain Puerto Rico and federal tax advice before relying on a decree.

Set up island life by municipality

Choose San Juan, a smaller municipality or a rural area by the actual job, school, healthcare, transport and support plan. Rental availability, power resilience, flood exposure, internet and driving needs vary locally; inspect the address and ask about utilities and emergency arrangements.

Open banking and service accounts with the identity accepted by the provider, register children with the appropriate school system and arrange health coverage. Mainland US insurance, prescriptions and professional licences do not automatically work without checking networks and territory rules.

Work, family, driving and imports

A non-citizen’s US work permission may be tied to status, employer or an Employment Authorization Document. USCIS employment-authorisation evidence is the controlling work check; a Puerto Rico address does not broaden it. CESCO handles local driver services and publishes identity, presence and medical-document requirements for licence transactions.

For a pet arriving from a US state, APHIS directs owners to the receiving territory’s animal-health requirements: Puerto Rico sets them, not a generic federal interstate pet permit. Give your vet the origin, species, travel date and airline before arranging certificates. An international arrival has an additional import workflow. School, childcare and household goods need separate preparations.

Keep a compliance calendar

Track US immigration expiry, passport, health cover, lease, tax filings, incentive decree reporting and any local licence renewal. A Puerto Rico address can affect tax facts, but it does not extend a federal immigration document.

If the move becomes unsuitable, plan departure, tax reporting and property or business obligations before cancelling accounts. Use a qualified adviser for cross-border income, not a relocation blog’s headline.

Price the actual household before signing

Build the moving budget in US dollars from written quotes: temporary accommodation, lease deposit, freight, vehicle transport or purchase, insurance, utilities and a cash reserve. Keep refundable deposits separate from spending and do not count hoped-for tax savings as cash available on arrival.

For two candidate homes, compare the real journey to work, school and ongoing care. Ask the landlord which power and water backup arrangements are included, who maintains them and whether internet service is already active. These are household due-diligence questions, not a claim that every Puerto Rican property has the same risks or costs.
