Moving to Samoa: permits, healthcare and settling in
A move to Samoa needs a residence basis and, for employment, the separate employer-and-role-specific work permission. Decide where you can obtain healthcare and reliable transport before choosing a home; a visitor entry is not a work arrangement.

Choose the activity, then the permission
Samoa has temporary residence purposes for employment, business or investment, study, research, cultural or religious activity and family support or reunion. Visitor permission does not allow employment. A short business meeting is different from operating a business locally.
For an employed move, coordinate the Immigration temporary-residence application with the Foreign Employment Employee Permit administered by MCIL. The employer and role on the approval matter. Do not treat either a job offer or an offshore salary as permission to work.
Build the employer and household file
The employment-residence file includes employer sponsorship, qualification evidence and the medical and police forms that apply. Ask the sponsor to give you a checklist and application references, and keep certified copies outside the employer account.
Give each accompanying person a documented residence plan. Ask Immigration about the applicable family evidence and separate work approval for an adult dependant. Arrange school admission directly with the school, including prior reports, language needs and support provision; a parent’s job is not evidence that a suitable place is available.
Choose the home around services and communications
Test the actual commute and phone signal before agreeing a long lease. Official travel guidance warns that rural and outlying-island mobile coverage can be limited. A connection that works near the airport is not evidence it will support work at the proposed home.
For an Apia-based role, compare the cost of living near the workplace with transport from another village. Ask the landlord about water, utilities, repairs, cyclone preparation, notice and deposit return. These are due-diligence questions, not a claimed standard tenancy package. Register a local SIM with the required identity evidence and retain a second way to contact the employer.
Budget for treatment and evacuation
FCDO warns that a serious medical emergency may require evacuation to Australia, New Zealand or Hawaii. Check that your policy covers living and working in Samoa, not just a short holiday, and includes the destination of evacuation and repatriation.
Before moving, ask a clinician about continuity of treatment and medicine availability. Keep accessible emergency money, an insurer contact, prescriptions and a medical summary. Immigration medical reports are an application requirement; they are not ongoing health insurance.
Agree payroll, banking and tax responsibilities
Samoa uses employer withholding for salary and wage income. Ask payroll how deductions, payslips and year-end records will be supplied. The Ministry of Revenue also distinguishes business licensing and income-tax registration from employment: do not use an employee arrangement for a side business without checking both sets of rules.
Ask the chosen bank for its newcomer identity, permit, address and source-of-funds documents before transferring all savings. Record foreign income and days abroad for cross-border advice; a local bank account or permit does not settle your other country’s tax obligations.
Replace visitor assumptions with resident arrangements
For UK licence holders, FCDO describes a temporary local driving permit usable for up to 90 days a year, after which a Samoan licence is needed. Other licence holders should confirm their issuing-country branch with the licensing authority. Check insurance before driving, not after buying a vehicle.
Agree household emergency arrangements for earthquakes, tsunamis and tropical cyclones. Identify the route away from the coast and how you will receive warnings if mobile service is interrupted. For pets or household goods, obtain the import conditions before booking freight; your personal immigration approval does not clear the shipment.
Keep work and residence valid together
A work permit is tied to its approved employer and role. MCIL’s current service describes grants of up to three years, but use your actual expiry rather than assuming the maximum. A different employer or role needs a fresh permission check.
Immigration warns that ending the nominated employment can lead to residence cancellation. Plan the next permission or departure before the job ends, and keep the residence and employment expiry dates separately. Long residence is not itself a citizenship decision.
