Moving to Sri Lanka: residence visas, health assessment and local setup

Enter on the status approved for the move and complete the residence process within the period granted at the border. Sri Lankan residence visas are purpose-specific, so connect the sponsor, Health Protection Plan, tax, banking and family file without assuming visitor status permits work.

Choose the residence purpose before travelling

Sri Lanka distinguishes visit permission from residence permission. A visit visa prohibits employment, while a residence visa permits only the activity stated in it. A private-company worker needs the employer and relevant line-ministry material for the employment category. A business-purpose visit is for the permitted visit activity, not a way to begin local employment.

The official digital-nomad category is for adults working remotely for an employer or business outside Sri Lanka and serving clients outside Sri Lanka; it is not a local-employment permit. Investor and other residence categories have their own evidence. Confirm the current category, recommendation, dependants and permitted activity with Immigration before moving.

Move from entry permission to the approved residence category

Official internal-control guidance directs a person coming for employment to arrive with the appropriate entry visa or landing endorsement and apply for residence permission within the period granted at the port. The employer must ensure the foreign worker is lawfully employable. Do not begin work because an online application or recommendation is pending.

A visa approved for Company A cannot simply be used for Company B. Keep copies of the entry endorsement, residence application, employer recommendation, company records and passport receipt. If the employer, role or purpose changes, ask Immigration which fresh approval or cancellation is required before the change.

Complete the Health Protection Plan and arrange wider cover

Most residence-visa applicants must complete the Ministry of Health Health Protection Plan assessment before a new or renewal residence application, subject to published exemptions. The official portal says to apply within seven days of entry and describes screening, an HPP card and limited access to specified government outpatient, emergency and primary services. Follow the portal’s current appointment and document instructions.

The HPP does not provide non-emergency hospitalisation or private-hospital treatment. Decide separately how the household will fund inpatient care, chronic medicines, maternity, mental health, dental treatment and evacuation. Test insurer direct billing and identify nearby public and private emergency options before cancelling overseas cover.

Register for tax when chargeable and track residence days

Sri Lanka’s tax-residence definition includes a person who resides there or is present for 183 days or more in an applicable twelve-month period. Residents and non-residents can have different income scope, but Sri Lanka-source work can be taxable before day 183. Track travel, work location, foreign income, benefits and equity events from arrival.

IRD says every chargeable person must register for a Taxpayer Identification Number, with eServices and offices available. Its notice also identifies TIN registration for non-residents undertaking specified transactions such as opening a current account, vehicle registration or a title deed. Ask payroll who handles withholding, then keep the TIN, returns, payment receipts and payslips.

Use licensed banks and document the source of funds

Open the account type that matches residence, currency and transaction purpose at a CBSL-licensed commercial bank. CBSL says transactions among residents in Sri Lanka are made in Sri Lankan rupees unless authorised under foreign-exchange law. Ask the bank how salary, overseas transfers and later repatriation will be documented; keep remittance and tax evidence.

For housing, verify the owner or agent, inventory, utilities, maintenance, deposit return, flood or access risk and termination terms. Confirm that the lease and address can support the visa, bank, school and driving file before paying a long deposit. Keep an overseas payment fallback until local access works.

Build a separate file for each dependant

Residence categories require their own family evidence; a principal approval should not be assumed to cover everyone automatically. Carry passport copies, birth and marriage certificates, photographs, health records and any authentication requested by Immigration. Confirm whether a dependant may work before accepting employment.

Shortlist schools before choosing a neighbourhood. Ask about curriculum, language support, calendar, transport, admission status and the child’s passport, visa, vaccination and previous-school requirements. Housing that works for an adult commute may not work for school transport during monsoon disruption.

Obtain the locally valid driving authority

Sri Lanka’s Department of Motor Traffic provides a temporary driving-licence process for visiting foreign nationals under section 132. A residence move may require a different or renewed local document, and the vehicle class and foreign licence evidence matter. Confirm the applicable route with DMT before driving rather than relying only on an international permit or rental-desk assurance.

If buying a vehicle, resolve TIN and registration requirements first and budget for insurance, maintenance and transfer formalities. Keep the driving licence, vehicle, tax and insurance records aligned with the current address.

Obtain a pet permit before transport and renew by purpose

DAPH requires an import permit before an animal enters Sri Lanka. Its current dog-and-cat process links species-specific health requirements and application channels; microchip, vaccination and treatment rules depend on the animal and current protocol. Imported animals and documents are inspected by animal quarantine at entry, so airline acceptance is not government clearance.

Residence visas are renewable by their approved category and commonly require current sponsor or recommendation evidence. Calendar the passport, residence visa, HPP validity, family documents and any employer recommendation separately. Start early enough to correct a missing document, and notify Immigration before changing employer or purpose.
