Moving to Timor-Leste: a practical relocation guide

Timor-Leste distinguishes the entry visa from authorisation to stay and the residence permit. Local work needs the work-visa and labour chain; a tourist or business visit is not a substitute.

The Migration Service publishes separate work, business, temporary-stay and resident-stay visas and residence permits. Confirm which must be obtained abroad and which is completed after entry.

A business visa covers business travel, not ordinary local employment.

Complete the stay authorisation and address record

Carry the approval, sponsor and accommodation evidence and follow Migration Service instructions at entry and after arrival.

Use a written lease and ask whether the host, employer or resident must report the address or later move.

Confirm labour permission before work

Obtain the employer and Secretary of State for Vocational Training and Employment approvals applicable to the role.

Do not change employer or activity without checking whether a new visa, work authorisation or residence record is required.

Plan utilities and evacuation

Verify water, power, internet, security and landlord authority before a long lease.

Medical capacity is limited; arrange private cover and evacuation and identify a functioning provider for each family member.

Set up tax, family, school and banking

Obtain the tax identification and payroll registration required by the Revenue Service and keep foreign-income records.

Prepare Portuguese or Tetum translations as requested, confirm dependant status and school placement, and compare bank KYC requirements.

Renew and preserve exit options

Calendar the visa, stay authorisation, residence permit, work approval and passport together.

Check foreign-licence recognition and current security advice before regular road travel.
