Moving to Austria: Meldezettel, residence status and insurance in order
Everyone taking accommodation must address the Meldezettel quickly. That municipal address registration is not an immigration permit; EU or EEA residents and third-country nationals have separate residence processes.

Choose the immigration track before travel
EU, EEA and Swiss citizens staying beyond three months rely on a qualifying basis such as work, self-employment, study or sufficient resources and insurance, and apply for the registration certificate within the official period. Third-country nationals generally need the residence title matching work, study, family or another purpose.
Keep visa, entry, residence and work permission separate. Confirm whether an application must be made abroad, whether work may begin, and which provincial authority is responsible. A signed contract does not cure missing permission.
Register the dwelling within three days
Austria requires people who take accommodation to register the main or secondary residence within three days. The accommodation provider signs the registration form; the municipal office, city administration or Vienna district office is responsible.
Bring the official form and identity or civil evidence specified by the authority and obtain the confirmation. This Meldezettel records the address only. It does not prove EU right of residence, replace an Anmeldebescheinigung or grant a third-country residence title.
Complete the separate residence-document clock
EU, EEA or Swiss citizens who meet the conditions and stay longer than three months should apply for the registration certificate within four months of arrival. Family members may require their own certificate or residence card depending on nationality.
Third-country residents should follow the title’s collection, biometric and renewal instructions. Compare the card with the employment contract and calendar expiry early. Notify the authority before changing purpose or work where approval may be required.
Verify insurance and payroll rather than assuming coverage
Employees are commonly brought into statutory social insurance through employment, while students, self-supported EU residents and family members can need different proof or self-insurance. Obtain confirmation of actual coverage and an e-card process; arrange appropriate cover for any gap.
Ask payroll which tax and social-insurance details it requires and inspect the first statement. For banking, obtain the identity, registered-address, residence and tax-residency list before applying. Keep foreign-income and arrival records for the first Austrian tax review.
Do not present one registration as another
Three common documents answer different questions.
| Document or action | Authority | What it establishes |
|---|---|---|
| Meldezettel | Municipality or district office | Registered accommodation |
| EU or EEA registration certificate | Residence authority | Documented EU residence beyond three months |
| Third-country residence title | Residence authority or mission | Permission for stated purpose |
| Social-insurance registration | Insurer through applicable basis | Health and social coverage |
| Tax and payroll setup | Employer and tax administration | Withholding and taxpayer record |
Close housing, driving and family dependencies
Check lease term, operating charges, deposit, handover record and whether the accommodation provider will sign the Meldezettel before paying. Register children and all co-residents correctly rather than using the main applicant’s form as a family substitute.
Austria recognises EEA licences subject to category rules, while a non-EEA licence is generally usable for six months after establishing residence and conversion depends on issuing country and testing rules. Check early with the driving-licence authority.
