Moving to Sweden: permits, personnummer and the first practical month

A Swedish personal identity number follows population registration; it is not a residence permit. People planning at least one year usually notify a move, while shorter stays may use a coordination number and a different tax workflow.

Start with nationality and purpose

Nordic citizens, EU or EEA citizens with right of residence, their family members and non-EU nationals with permits use different legal routes. Confirm the Migration Agency route before treating a job offer, university place or relationship as permission to move.

For work, reconcile employer, occupation, salary, work location and start date with the application and approval. For family, give every adult and child a separate permission and evidence row. A permit from another EU country does not normally create Swedish work permission.

Choose population registration or a coordination number

Skatteverket says a person moving to Sweden for at least one year should in most cases enter the Population Register. Submit the Moving to Sweden notification for each person, upload the requested passport and status evidence, save the receipt, and book the identity check for everyone, including children.

If the planned stay is under one year, do not apply for population registration merely to obtain a personnummer. A coordination number may be available when a demonstrated connection requires it. Short-term workers also need the applicable preliminary tax or SINK process.

Treat the personnummer as an output, not the starting permission

The personal identity number is assigned when Skatteverket lists the person in the Population Register. Keep names, civil status, parentage and address consistent, put every resident’s name on the letterbox, and answer requests for additional evidence promptly.

Banks still conduct identity, address, tax-residency and source-of-funds checks. Ask what they accept before applying and keep an interim payment method. For employment, confirm the employer has correct tax details and check the first payslip instead of assuming the identity number completed payroll setup.

Secure an address without overstating healthcare access

Verify the landlord or authorised subletter, permission to sublet, notice terms, deposit, inventory and utilities before paying. Register where you actually live and sleep; an address lent only for administration creates risk.

Healthcare access and patient charges depend on residence and coverage facts. Use 1177’s category guidance for people from other countries and arrange interim cover where needed. A European Health Insurance Card is for eligible temporary situations and is not proof of Swedish population registration.

Finish driving and family tasks separately

Transportstyrelsen distinguishes EEA licences from licences issued elsewhere and limits some non-EEA use after population registration. Check recognition, translation and exchange eligibility by issuing country before the deadline; an international permit does not replace the original licence.

Contact the municipality for school or preschool using the child’s age, address and prior records. Calendar permit expiry, tax return, licence action and address reporting. If employment, relationship or study changes, check both immigration conditions and population records.
