Moving to Lisbon: a decision and arrival guide
Lisbon is not one uniform housing market or daily routine. Choose an address by testing the real commute, building, services and paperwork it supports, then connect it to national residence, tax and health systems.

Test the life, not the postcard
Book temporary accommodation on the side of the river and transport corridor you are genuinely considering. Run the commute at the hour you would travel, inspect steep walking routes, late-night transport, grocery access and mobile signal, and repeat the test on a weekday.
Write non-negotiables before viewing: maximum door-to-door commute, bedrooms, lift, heating, outdoor noise, parking and school journey. Compare addresses on those facts. A fashionable district that breaks the weekday routine is a poor relocation choice.
Inspect Lisbon housing for operational risks
Check damp, ventilation, window sealing, winter heating, summer exposure, water pressure and noise from neighbours or hospitality. Ask for the energy certificate, inspect meters and photograph the inventory. Verify the landlord or authorised agent before transferring money.
The contract must support the address evidence you need. AIMA’s general process asks for the legal basis of occupation, while the Tax Authority generally expects landlords to issue receipts for rent, deposits and advances. Keep the signed lease and portal receipts together.
Build the city around the national systems
Complete the AIMA step attached to your route and align the Portuguese address across the NIF, residence record, bank and services. Eligible foreign residents may request NIF, NISS and SNS identifiers together at participating Citizen Spaces, but the numbers do different jobs.
Register at the appropriate health centre only after understanding the coverage basis. An SNS user number identifies you but does not alone guarantee that the SNS pays care costs. Keep required private cover until the record is complete.
Make a reversible first decision
Prefer a lawful first lease with a workable exit over buying immediately. Live through ordinary workdays, weather and administrative trips before deciding whether central Lisbon, an outer municipality or another Portuguese city fits better.
Track actual rent, energy, transport, childcare and travel-to-origin costs for three months. Use those figures, not a generic expat average, to decide whether to renew, move or buy.
