Compare the exact route
Do not compare visa nicknames alone. Put each country’s qualifying activity, income evidence, family mechanism, work rights, post-entry appointment, permit duration, renewal conditions and absence limits side by side. A route that excludes your intended work is not competitive, however attractive the destination.
Spain’s immigration portal and Portugal’s AIMA pages organise residence differently. Build two document checklists from the competent route pages and price only the options you can actually qualify for.
Compare tax and healthcare as separate systems
Spain describes presence, economic-interest and family tests for tax residence. Portugal describes more than 183 days in a relevant period and a habitual-home test. Neither decision should rest on an internet shorthand about day 183.
In both countries, identify the healthcare basis rather than assuming a residence card makes every service free. Compare employee or self-employed contributions, coordination rights, required private insurance, registration steps, prescriptions and care availability at the address.
Run the same household test in both countries
Price a real home in a named neighbourhood, with the required bedrooms, commute and school access. Add deposits, temporary housing, heating or cooling, transport, periodic travel home and professional compliance. National averages hide the decision.
Test language needs, public transport at working hours, airport access, climate exposure and the ability to complete local administration. If driving matters, compare the rule for the specific licence; the countries do not use the same exchange framework.
Make the choice auditable
Score each country from zero to three on lawful route, work compliance, healthcare, housing evidence, tax complexity, partner prospects, school, transport and budget resilience. Give double weight to any factor that would make the move impossible.
Keep a written reason for the winner and define a trigger to reconsider, such as a failed route, employer refusal, unavailable healthcare basis or housing above the tested ceiling.
