Moving to Costa Rica: residence and practical setup

Choose between residence and a limited stay category

Pensionado, rentista, investor, employed-worker and family categories lead to different evidence and work conditions. The remote-worker programme is an estancia rather than ordinary temporary residence. Start by deciding whether the goal is a time-limited remote-work stay, residence supported by pension or stable means, local employment, investment or a family relationship. Check the current DGME category sheet before ordering civil documents because apostille, translation, issue-date and filing rules matter.

Keep lawful tourist or other status while an application is pending and preserve every filing receipt. Do not infer permission for local employment from a residence application or remote-worker approval. After approval, complete documentation for the DIMEX and record the renewal evidence the category requires.

Test the address through a full season

A location decision should include rainfall and access in both wet and dry periods, water continuity, electricity and internet resilience, distance to the relevant EBAIS or hospital, school transport and whether a car is realistically needed. Start with temporary accommodation and test the real journey to work, healthcare and groceries. A beach, mountain or rural address can have a very different services profile from central San José.

Before paying a rental deposit, verify the owner or authorised agent, inspect drainage, mould, screens, water storage, security and appliances, photograph the condition and meter readings, and obtain a written agreement covering currency, payment evidence, utilities, maintenance, pets, notice and deposit return. Ask whether the address wording will work consistently for DGME, CCSS and banking; Costa Rican directions are not always formatted like overseas street addresses.

Connect DIMEX to CCSS rather than assuming cover

Check all personal details on the approval and DIMEX. The immigration law links granted residence with proving CCSS insurance, and DGME renewal checks can depend on continued affiliation. The correct path may be employer insurance, independent-worker insurance, voluntary insurance or another category; it is not the same for every newcomer.

CCSS guidance says legally present foreign residents can be insured when they meet the relevant requirements, while an uninsured person may be charged for care. Confirm the insurance number, contribution basis, effective date, dependants and the assigned local care network. Keep appropriate private or travel cover until CCSS status is active and understood, particularly for medicines or treatment already in progress.

Set up money, tax and work permission separately

Banks apply customer checks and may ask for source-of-funds and tax-residence evidence. The Central Bank says its simplified account process can accept a DIMEX or passport among the listed identifiers, but limits and provider checks apply. Compare a full account with any simplified product, confirm access to SINPE, international-transfer evidence and card controls, and test the account before closing the old one.

Do not treat DIMEX, CCSS affiliation or a bank account as proof of a tax conclusion. Record days, local activities, Costa Rican and overseas income, homes and family connections. Register and file where required, and obtain advice on the territorial source rules and any treaty issue that matches the actual work. A remote-worker label should not be extended to income or activities outside its statutory conditions.

Confirm local work permission before providing services in Costa Rica. Pensionado and rentista planning often differs from employment-based status; regulated professions also require the relevant Costa Rican body to recognise qualifications. Plan mobility, school records and animal entry

Use COSEVI and MOPT channels for current foreign-licence and homologation instructions. Check how immigration status and the authorised stay affect the ability to drive, what entry evidence is needed, and whether an appointment, medical assessment, translation or licence verification applies. Do not buy or import a vehicle until import tax, title, mandatory insurance, inspection and the local road conditions are understood.

Families should contact the intended school and MEP early. If previous primary or secondary studies need formal equivalence, MEP lists document, apostille and official-translation requirements. Carry birth and custody records and request current school and vaccination records before departure.

SENASA’s December 2025 guidance requires an official health certificate and species-specific vaccination and treatment information for dogs and cats; cargo movements also have a prior import-permit process. Use the live origin-specific instructions before booking. The first-month sequence is: protect lawful status; complete DIMEX documentation; stabilise the address; activate and verify CCSS; open and test banking; assess tax and work registrations; handle licence or transport; enrol children; then calendar renewals and evidence updates.
