Moving to Hungary: a practical relocation guide

Hungary uses separate immigration, accommodation, tax and health identifiers. Choose a permit that actually allows the planned work and family pattern, then sequence Enter Hungary reporting, document delivery, payroll and TAJ administration around a usable address.

Select the permit by activity and family plan

Third-country nationals should start with the activity, not the appealing name of a permit. A Hungarian Card and an EU Blue Card are employment routes with their own qualification and job conditions. The White Card is for remote work or ownership of a profitable company outside Hungary and expressly bars gainful activity for a Hungarian employer or ownership in a Hungarian company.

The White Card also blocks ordinary family reunification and access to a national residence card, so it is a poor fit for many family or settlement plans even when remote income qualifies. EU and EEA citizens use free-movement registration instead. Record the route for every accompanying person; a principal applicant’s permission does not automatically document a dependant.

Make the address usable for immigration

A rental agreement is operational infrastructure. Third-country nationals registering accommodation provide the address, arrival and expected departure dates, permit or visa number and an accepted basis such as ownership evidence, a residential lease, paid accommodation or another credible document. Ask the owner for a contract that identifies the dwelling and permits registration.

Keep the immigration accommodation certificate after submission; it is how a third-country national proves notification. It is not the same as a TAJ number, tax card or bank proof of address. If the residence document will be posted, use a delivery address where your name is visible and collection is reliable.

Complete Enter Hungary and delivery steps

Accommodation notification and many residence applications are submitted electronically through Enter Hungary. A third-country national must report a change of accommodation to the regional immigration directorate responsible for the new address within three days, electronically after registration on the platform. Save the submission and issued certificate.

For a permit application, electronic upload may not finish the process: facial image, signature and, for applicants over six, fingerprints can be required. The authority treats an online filing as received only when the specified fee and biometric steps are completed within the notified process. Residence cards are normally delivered by post to the address stated in the application.

Obtain the tax identifier before payroll stalls

A foreign individual with taxable Hungarian income must request a tax identification number using form T34, after which NAV issues the tax card. NAV advises obtaining the code before income is paid; an employer can also request allocation for a foreign employee. Agree in writing who is filing and which postal address will receive the card.

Do not confuse the tax code with immigration permission or treat a payroll withholding as a complete cross-border tax analysis. Track days and homes, disclose foreign income and company interests to an adviser, and check treaty residence if two countries could claim you. White Card holders should get advice on Hungarian tax without assuming their immigration ban on local work removes tax exposure.

Establish health entitlement and the TAJ record

TAJ is the social-security identifier used to verify eligibility for Hungarian health-insurance care. The register includes qualifying foreign nationals, but a residence card by itself does not prove that care is funded. An employee, posted worker, dependant or self-funded resident may have a different legal basis, so identify the competent system before relying on public care.

Ask the employer whether it has made the insurance notification, then follow the government-office process for the TAJ card and check that the entitlement is active. A person insured in another EEA state, Switzerland, the UK or a treaty state may need that foreign coverage recorded instead; duplicate cover is not assumed. Maintain private or home-state cover until the public basis is confirmed.

Open banking only after the identity chain works

Banks set their own onboarding evidence, commonly linking passport, permit, accommodation and tax details. Compare whether an institution accepts an application while the residence card is being posted and how it handles a foreign tax residence. Never use a bank account as proof that work is authorised.

For the home itself, inventory the condition and meters at handover, record which party holds utility contracts, and preserve rent transfers. The immigration authority can require proof of the right to use the address, and later notification is tied to the actual accommodation. A casual sublet that cannot produce credible evidence can break both permit delivery and address reporting.

Classify the foreign licence before one year

An EEA licence follows a different recognition rule from a third-country document. Under Hungary’s current road-traffic regulation, a qualifying foreign licence generally authorises driving for one year from the start of the stay; a valid EEA licence remains usable during its validity. Convention format, translations and bilateral arrangements can affect recognition and exchange.

Check the exact issuing country and categories with a government office well before the one-year point. A third-country exchange may involve surrendering the original document; licences outside the convention or treaty branches can require additional evidence or tests. Decide this before buying or importing a vehicle.

Plan each family member and school record

Check family eligibility against the principal permit before departure. This is critical for White Card holders because ordinary family reunification is not available. Each child needs a travel document, status, address record and healthcare basis; keep apostilled or legalised civil records and certified translations where the receiving authority requires them.

Contact the municipality and intended school with proof of the Hungarian address, the child’s identity and prior reports. Ask which authority assesses grade placement and whether translated records or language support are needed. Do not wait for the tax or TAJ card to begin the conversation, but confirm the school’s final enrolment document list.
