Moving to Italy: permit, tax code, registration and healthcare sequence
Italy’s visa, residence permit, tax code and municipal registration are separate. Non-EU residents commonly start the residence-permit process within eight working days of entry, while EU citizens use municipal registration rules.

Split the plan by EU and non-EU status
A visa authorises travel and entry for its stated purpose; it is not the residence permit. Non-EU applicants should confirm the consulate’s visa terms and the post-arrival permesso process before travelling. EU citizens generally use free-movement and comune registration rather than a permesso.
Keep passport, visa, entry evidence, accommodation, insurance, work or study papers and civil records ready. Give every family member an individual line. Do not assume that a spouse’s receipt, tax code or municipal registration grants your status.
Protect the eight-working-day permit step
The official integration portal explains that non-EU citizens staying longer than three months normally request a residence permit within eight working days of arrival. The channel varies by permit type: many use an authorised post-office kit, while some go directly through the Questura.
Confirm the correct kit and evidence through the official portal or competent office. Keep the postal receipt and appointment notice, attend fingerprinting, and put your name on the letterbox. The receipt is valuable evidence but does not erase the visa’s work or travel conditions.
Obtain the correct tax code and register residence
The codice fiscale is the identifier used across tax, employment, contracts and health administration. Agenzia delle Entrate explains how foreign citizens obtain it; avoid unofficial websites selling lookalike numbers. Check spelling, birth data and code consistency immediately.
Municipal anagrafe registration is a separate declaration of residence and can involve address verification. Ask the comune for the nationality- and status-specific list. A host declaration, lease, tax code and immigration receipt each proves something different.
Resolve inconsistent names or birth details before they spread across payroll, health and banking records. Keep the official allocation certificate rather than relying only on a number printed by an unofficial calculator.
Choose the lawful health basis and document taxes
Ministry of Health guidance distinguishes mandatory and voluntary registration with the Servizio Sanitario Nazionale and other coverage according to status. Take the permit or receipt, tax code and residence evidence requested by the local health authority, then choose a general practitioner when eligible.
Tax residence is not determined solely by holding a permesso. Keep arrival, residence, family, employment and foreign-income records, and use Agenzia delle Entrate or a qualified adviser for the first return. Inspect payroll deductions and retain the annual certification.
Send each task to its actual authority
The Italian sequence becomes clearer when documents are not treated as substitutes.

Finish the household plan locally
Verify the owner or agent, lease registration, inventory, condominium charges and utilities before paying. Ask what the comune will accept as occupancy evidence. For children, contact the comune and school; for regulated work, contact the Italian professional authority before practising.
Driving-licence conversion depends on issuing country and applicable agreement. Use the Ministry transport rules rather than assuming every foreign licence converts. Calendar permit collection and renewal, anagrafe updates, SSN position, tax filing and licence deadline, and retain each submission receipt.
When you change address, ask the comune, Questura, health authority, employer and bank which records require a separate update. Keep copies of registered leases and hospitality declarations because later renewals may need to reconstruct where you lived.
