Moving to Lithuania: residence, declared address and first-month setup
EU movers use free-movement registration; most third-country workers now need a Lithuanian temporary residence permit rather than relying on visa-free entry, a Schengen visa or another state’s card. Build the MIGRIS, employer and housing files together, then verify insurance and tax records.

Choose the residence basis before the job start
EU, EEA and Swiss nationals use the EU residence-registration branch for a move beyond the short free-movement period. Third-country nationals should assume that a Lithuanian residence document tied to the activity is required unless an official exception clearly applies. Since 1 July 2024, most people may not work in Lithuania merely on visa-free entry, a national or Schengen visa, or a residence permit issued by another country.
The employer normally supplies the mediation letter for an employment residence application through MIGRIS. Highly qualified work, startup activity, ordinary business, study and family residence have different thresholds and dependant rules. Lithuania has no dedicated digital-nomad visa, so a foreign remote job is not itself an immigration basis; it also needs tax and social-security analysis.

Build MIGRIS and address evidence as one file
Ask the Migration Department for the exact list before legalising or translating foreign documents. The employment file commonly turns on the passport, employer mediation, job terms, qualification or experience evidence where applicable, health cover and declared housing. Keep civil-status records and each dependant’s application separate, even where the family files together.
A foreign resident can declare the address during residence-card collection or later with the municipality or eldership. The duty is generally due within one month after obtaining the residence card. If the applicant is not the owner, obtain the owner’s written consent or another document proving the right to live there. Do not accept a lease that forbids the declaration required for the move.
Check the employer’s compliance and the family timeline
Before work, obtain the employer mediation reference and the issued residence decision, and verify any Employment Service requirement or quota treatment. May 2026 amendments made employer compliance more consequential: specified illegal or undeclared-work penalties can block new permits or affect existing permits. They also allow alternative qualification, experience or qualifying-pay evidence in relevant cases.
The same 2026 reform gives qualifying workers who lose employment a statutory period to seek a new employer, with the length depending on their circumstances. This is not open-ended permission to ignore the permit process. Notify the Migration Department, follow its employer-change procedure, and confirm each dependant’s independent right to reside and work before the principal changes jobs.
Confirm compulsory health insurance rather than inferring it
Compulsory health insurance covers listed residents and workers. A third-country national with a temporary residence permit is within the employee category when working in Lithuania, subject to EU coordination where applicable; the employer pays contributions for an employee. Residence alone does not prove that contributions are current, and a non-working dependant may need another statutory basis.
Check the insured register after onboarding and choose a primary-care institution that has an agreement with the health insurance fund. An S1 issued by another EU or EEA state or Switzerland should be registered with the Lithuanian fund for a qualifying resident. Keep interim insurance until the register confirms cover, and check each minor and adult separately.
Track the wider tax-residence tests from day one
Lithuanian tax residence can arise through a permanent home, the location of personal, social or economic interests, 183 days in a tax period, or the longer 280-day test across successive tax periods with the specified minimum in one period. Treaties may override a domestic dual-residence result. Track days, work locations, homes, family, foreign income and equity awards before the first return is due.
Legally resident EU consumers can apply for a basic payment account subject to anti-money-laundering checks, while each bank sets evidence for other accounts and credit. Compare whether the bank will onboard with a passport, residence card, Lithuanian personal code, declared address, contract and source-of-funds evidence. Keep another functioning account until payroll and household debits are live, and align the tax-residence declaration with the VMI analysis.
Use the owner consent and child’s records before choosing a neighbourhood
A written lease should specify the address, term, rent, deposit, utilities, heating, inventory, repairs, notice and return condition. Confirm the owner’s identity and written consent for residence declaration before transferring a large deposit. Compare prior winter heating and building charges as well as commute; temporary accommodation may be safer when the municipality and school placement are unresolved.
Municipal schools accept pupils arriving from abroad. The Education Ministry describes an adaptation period of up to one year with Lithuanian-language and other learning support before full integration. Contact the municipality or school with identity, declared-address, birth, vaccination and translated prior-school records; ask it to assess grade placement rather than translating every record speculatively.
Identify the licence exchange branch before relying on a car
A valid EU or EEA licence has the same value as a Lithuanian licence and can be exchanged without additional tests when normal-residence conditions are met. Most other licences require theory and practical tests, while specified bilateral arrangements and UK or Swiss licences have exceptions. Regitra checks normal residence, typically 185 days or documented personal and professional ties, and may require an official Lithuanian translation.
For a dog, cat or ferret, the standard non-commercial EU rules require a microchip before a valid rabies vaccination and the correct travel document. Use an EU pet passport for eligible intra-EU travel or an EU animal health certificate from an official vet for third-country entry. Depending on origin, a rabies-antibody test and designated travellers’ point of entry may be mandatory; transport-company rules remain separate.
Protect continuity through job, permit and address changes
Track passport, residence card, employment basis, insurance and family permits independently. Start through MIGRIS before expiry with current employer and purpose evidence. A job-search period after job loss buys time only under its statutory conditions; it does not renew the card or excuse required notices and employer-change approval.
Report or update material facts through the current Migration Department process, preserve residence decisions, contracts, payslips, address declarations and travel history, and investigate long-term residence before the final year. Study periods, absences and permit types may count differently. If the move later ends, declare departure so compulsory-health-insurance contribution records do not continue on an incorrect residence basis.
