Moving to Malaysia: passes, tax, healthcare and practical setup
Malaysia does not have one general relocation visa. Match the pass to the activity and location, then build a practical plan for foreigner-rate healthcare, tax residence, housing, banking and transport.

Choose the pass by activity and geography
A short visit is not permission to settle or take Malaysian employment. For a local job, the employer normally drives the Employment Pass process through the Expatriate Services Division after the relevant authority approves the expatriate position. The pass is tied to the named company; changing company means a new application. The ESD page also states that its Employment Pass is valid only in Peninsular Malaysia, so a role in Sabah or Sarawak needs the state-specific immigration and employment process rather than an assumption that a Kuala Lumpur approval transfers.
DE Rantau is for qualifying location-independent work under its current programme conditions, while MM2H is a tiered long-stay programme with financial, property, presence and other conditions. Neither label should be treated as unrestricted permission to take any local job. Confirm the principal and every dependant, work rights, endorsement location and entry document before resigning or shipping belongings.

Make the sponsor and endorsement sequence explicit
Ask the employer or programme operator for a written sequence showing who files, which approval must exist before travel, whether a Visa With Reference is required, and how the pass is endorsed or issued electronically. ESD explains that the company applies through its account and that approved EP, dependant and related passes can use the ePASS workflow. Carry the approval letter, passport, employment or programme evidence and dependant civil documents in the form requested by the issuing authority.
Do not let a family travel plan depend on the principal’s approval alone. ESD sets separate dependant eligibility and documents, and current rules can differ by Employment Pass category and approval date. Check schooling permission, a spouse’s work route and the consequences of a principal’s job ending. Calendar passport and pass expiry, contract end, address records and any MM2H presence or reporting condition.
Choose a city by the recurring journey
Kuala Lumpur and the Klang Valley offer the broadest rail network and many employers, but the useful comparison is door-to-door travel at working hours. In Penang and Johor, test the bridge, border or industrial-area commute rather than comparing citywide rents. Sabah and Sarawak add state immigration questions as well as different travel patterns. Rent temporarily while checking flood exposure, lift and access-card operation, mobile signal, cooling costs and the actual school or hospital journey.
Before paying a holding sum, verify the owner or authorised agent, inventory, parking bay, included appliances, utility accounts, maintenance charges, repair responsibility, early termination and deposit-return terms. Keep the stamped or executed agreement and payment trail. A property purchase does not itself create immigration or work rights, and an MM2H property condition must be checked against the current federal category and relevant state property rules.
Budget healthcare as a foreign patient
Malaysia has public and private care, but foreign residents should not budget from the citizen tariff. The Health Ministry publishes a separate schedule of charges for foreign patients. Obtain written insurance terms for inpatient and outpatient treatment, pre-existing conditions, maternity, medicines, evacuation and the hospitals that can bill the insurer directly. Keep transition cover active until the new policy has actually started.
Bring concise clinical summaries, prescription names and doses, vaccination records and enough lawful medication for the handover. Identify a nearby clinic, an emergency hospital and any specialist before choosing a long lease. Employer-sponsored foreign-worker schemes and expatriate professional cover are not interchangeable, so ask the employer which policy applies and what the employee must arrange privately.
Separate tax residence from immigration and bank onboarding
A long-stay pass does not determine Malaysian tax residence by itself. HASiL explains that individual residence turns on physical presence rather than nationality or citizenship. Record every arrival and departure, determine payroll and filing, and review foreign income, investment disposals and treaty relief before changing how salary is paid.
For banking, expect identity and source-of-funds checks rather than one universal foreigner checklist. Bank Negara’s customer-due-diligence guidance lists passport or other official identity, address, nationality, occupation, employer and transaction purpose among the information institutions collect. Ask two banks what they require for your exact pass, bring the employment or programme letter and address evidence, and retain the old account until salary, rent, cards and transfers have been tested.
Check licence conversion eligibility before buying a car
Do not assume an international driving permit is a Malaysian licence or that every foreign resident can exchange a domestic licence. JPJ’s current conversion material lists eligible categories, including expatriates and MM2H participants, and requires evidence such as the valid foreign licence, identity, licence verification and proof connected to the issuing country. The detailed outcome depends on applicant category and documents.
Take the JPJ checklist for your category to a state or branch office and confirm whether conversion, testing or a new Malaysian licence is required. Separately price insurance, road tax, parking and the actual commute. Until permission is clear, use public transport or licensed transport rather than relying on a foreign licence interpretation from a rental counter.
Prepare family and pet files separately
For each dependant, match the relationship document, passport, pass, healthcare and school plan. Ask schools for the authorised curriculum, teaching language, admission year, deposits, withdrawal notice, transport and learning-support arrangements before choosing housing. A dependant pass does not prove a spouse can work; the proposed employer and Immigration must confirm the appropriate permission first.
Pet movement is a veterinary import project. Malaysia’s Department of Veterinary Services states that importation requires a valid MAQIS permit and a veterinary health certificate from the exporting authority. Requirements vary by origin and between Peninsular Malaysia, Sabah and Sarawak. Give DVS or the state authority the species, breed, origin, microchip, vaccination history and arrival point before booking; arrange any quarantine reservation and airline acceptance only against the current written conditions.
