Moving to Montenegro: a practical relocation guide

Montenegro treats residence, work authorisation and address reporting as connected but distinct steps. A registrable home and complete application before the short-stay period ends are central to a workable move.

Choose a route that permits the activity

Third-country nationals employed locally normally need a temporary residence and work permit tied to the approved job and employer. Property ownership can support temporary residence but does not itself authorise employment. Digital nomads use a separate remote-work basis and should not assume it permits local clients or payroll.

Family, study and business cases have their own evidence. File a complete in-country application before the authorised 90-day stay ends only where the official rules allow; timely filing can preserve lawful stay until a decision, but it does not create work permission.

Make arrival reporting part of the housing plan

A foreign national not using a registered accommodation provider must register residence with the competent authority within 24 hours of arrival. Hotels and other providers normally report their guests; obtain confirmation instead of assuming the booking platform did it.

For a long lease, confirm that the owner will provide the address and accommodation evidence required for residence. Photograph the inventory and meters, identify the utility account holder, and keep rent transfers as practical records.

Do not separate the permit from the employer

The work permit authorises only the work for which it was issued. The employer must complete the employment contract and social-insurance registration within the official post-issue workflow; ask for copies rather than relying on a verbal start date.

A change of job or employer can require a new permission. Self-employment and company ownership also need a genuine legal and tax setup; a company registration is not a substitute for the residence-and-work decision.

Verify insurance and tax separately

Residence applicants must show health insurance, but application cover and ongoing public entitlement are not necessarily the same. Employees should verify the employer's registration and every dependant should have a documented basis before private cover is cancelled.

Montenegrin tax residence can turn on a home, centre of interests and presence of 183 days in a tax year. Keep a day count and obtain advice where foreign work, property or company interests continue.

Prepare family and school records

Each dependant needs their own residence file. Bring civil-status evidence and confirm translation, legalisation, accommodation and insurance requirements before the principal applicant files.

Contact the municipality and intended school with the child's prior reports and identity documents. Ask how placement and recognition are handled; a residence card does not automatically resolve curriculum or language support.

Calendar renewal and practical changes

Temporary residence and work permissions are time-limited. The official work-permit service says extension should be requested no later than 30 days before expiry. Keep the passport valid and start employer, accommodation and insurance updates earlier.

Before driving, ask the Ministry or police how the issuing country and residence status affect recognition or exchange. Report changes of address or employment through the competent channel rather than waiting for renewal.
