Overview
The temporary residence and work permit is Montenegro's standard route for foreign nationals employed by a Montenegrin employer. It combines your right to live in the country and your authorisation to work into a single permit decided by the Ministry of Internal Affairs, usually after the employer's side of the process is in place. You apply in person in Montenegro, where your identity, biometrics and address are registered. Good to know: Montenegro is an EU candidate, not a member, so this is a national permit rather than an EU one, but lawful time on it counts toward permanent residence after five years.
