Moving to Romania: a practical relocation guide

Romanian relocation is easier when the long-stay visa or EU status, lawful housing evidence and residence-permit timetable are agreed before arrival. The residence card, health-insurance status, tax analysis and driving exchange are distinct processes.

Choose the entry and work basis together

EU, EEA and Swiss nationals use the EU registration branch. A third-country employee normally needs the employer-led work authorisation and long-stay visa sequence before applying for the single residence permit after entry. Highly qualified employment and digital-nomad activity have separate evidence, so do not treat the right to stay as permission for any job.

For family members, study or long-term plans, compare the principal route with each dependant’s status and future work rights. Ask the employer which step it owns, obtain copies of filings and approvals, and make the planned start date conditional on lawful work authorisation rather than travel admission alone.

Prepare a residence-permit file before travel

The post-entry permit file commonly needs the passport, purpose evidence, lawful possession of the dwelling, health-insurance proof and a medical certificate, with the exact list depending on purpose. A lease must therefore do more than provide somewhere to sleep: it should support the address declared to the county immigration office.

Bring civil-status documents for family members and translated school records for children. Check legalisation and translation requirements against the exact route before departure. Keep scans, but retain access to originals for the in-person stage even if documents are first sent through the IGI portal.

File before the visa-based stay expires

After entering on the appropriate basis, a third-country national obtains the residence permit from the IGI territorial unit for the county of residence. IGI says the documents must be filed at least 30 days before the right to stay granted by the visa expires. The online portal can start the process, but personal attendance remains relevant for identity and document issuance.

Treat the permit deadline as a backwards-planning date: secure the lease, insurance evidence and medical certificate first, then leave time for the portal to request corrections. Keep the issued card and verify the personal details and declared address immediately. Address changes and status changes can create separate notification duties.

Verify employer registration and identifiers

The employer generally leads the employment-authorisation stage for a third-country recruit, while the worker needs the correct visa and residence permit. Give payroll the residence-card identifiers and tax details it requests, and ask for confirmation that the employment contract and statutory declarations are active before relying on payroll for healthcare access.

A residence permit, Romanian personal identifier, tax registration and insured status are not synonyms. Use the identifier printed or confirmed in the official record rather than inventing a separate application. Regulated professions can also require recognition of qualifications independently of immigration approval.

Confirm insured status rather than assuming it

Romanian public healthcare depends on an insurance basis. Employees normally enter through employment declarations and contributions; other residents may need a different basis or the individual tax declaration route. CNAS says a person without employment or income subject to the health contribution can opt into the system through the single declaration, D212.

After the employer or individual process, check insured status in the CNAS online service and contact the county health-insurance house if the record is missing. A spouse or parent without their own income is no longer automatically covered through the former free co-insured model. An eligible income earner can opt to pay CASS for each dependent spouse or parent through D212 under Fiscal Code article 182¹. Verify each dependant separately and keep interim cover until the record is active.

Track the 183-day tax questionnaire point

ANAF’s fiscal-residence guidance requires an arriving individual whose presence exceeds 183 days in any 12 consecutive months ending in the relevant calendar year to submit the arrival questionnaire within 30 days after reaching that threshold. The authority considers more than days alone, including the permanent home, centre of vital interests and any treaty.

Start a day count and gather employment, housing, family and foreign tax-residence evidence on arrival. For banking, compare institutions’ passport, residence-card, address and tax-residence requirements; do not assume an account creates tax residence or that a Romanian payroll resolves foreign income. Remote workers and company owners need advice before crossing the threshold.

Check whether the issuing state is exchangeable

Romania’s exchange route is not universal. The Ministry of Internal Affairs service sends applicants to the county service for their domicile or residence, and the governing order and its annexes determine which foreign licences can be exchanged and what evidence applies to each issuing state.

Check the annex for your licence before relying on an exchange, and prepare the original, any required authorised translation, identity and Romanian residence evidence. The Romanian licence is sent by post after the counter process. Vehicle registration and insurance remain separate decisions, so validate them before importing a car.

Start school recognition through the right channel

For school-age children, the process depends on what was completed abroad. County school inspectorates handle recognition of periods of study for grades I to XII, while CNRED covers defined completed pre-university qualifications. Ask the intended school or inspectorate which branch applies before paying for translations.

Bring identity and residence documents for child and parent, a translated birth certificate and translated prior reports. Non-EU children can be enrolled during the school year under the official procedure when an eligible parent or guardian resides or lawfully works or studies in Romania. Confirm current placement and language-support arrangements locally.
