Moving to Serbia: single permit, address and first-month setup

Serbia now handles covered employment and self-employment through an electronic single-permit process. An employment-based D visa can itself authorise work on arrival; otherwise wait for the single permit or residence-card work notation. Register accommodation within 24 hours and keep the stay and work bases aligned.

Match entry, residence and work to one consistent purpose

Visa-free entry and a C visa cover short stays, not an unrestricted move or job. A person who needs a visa and intends to seek temporary residence normally obtains a D visa for the same basis. An employment-based D visa also serves as work permission and allows work from arrival; longer covered employment then uses the combined temporary residence-and-work single permit through the Foreign Nationals Portal.

Some non-employment residence bases carry free labour-market access, recorded on the residence card. Check the actual notation instead of assuming that any family, study, property or company connection authorises all work.

Use the unified single-permit process

Single-permit applications are exclusively electronic. The foreigner can apply through a registered foreign-citizen account, or the Serbian employer can submit through its eGovernment account. Employment, self-employment, assignment, intra-company transfer, independent professional work and training use specific sub-bases and evidence.

If a D visa was required, apply during its validity and on the same ground. The permit can be issued for up to three years depending on the basis. Work may begin during a valid employment-based D visa or the issued single permit, but a submitted application, tourist stay or non-employment D visa is not a start-work authorisation.

Complete the 24-hour registration and preserve the address proof

A paid accommodation provider or the person hosting a foreign visitor must register the stay with the competent authority within 24 hours of accommodation or arrival. Obtain the confirmation commonly called the white card and make sure the name, passport and address are correct. Repeat the process when moving to a new host or accommodation as required.

Before signing a long lease, verify ownership, permitted occupants, address, deposit, inventory, utilities, notice and whether the landlord will complete registration and supply residence evidence. Do not use a fictitious registration: the residence, tax, bank and real living records should reconcile.

Do not invent a remote-work permission

Serbia does not publish a single universal digital-nomad visa. A remote worker may use a lawful residence basis and may need a work, self-employment, tax or company structure depending on the payer, customers and activity. Get the portal's basis-specific answer before invoicing or starting a Serbian operation.

Family reunification covers defined spouses, partners and family members. The official portal says adults holding residence through reunification with an adult foreigner receive labour-market access automatically, but the issued card records whether work is allowed. Prepare translated civil-status, custody, insurance and support evidence for each applicant.

Track Serbian tax residence and bank status separately

The Personal Income Tax Law treats an individual as Serbian resident if they have residence or a centre of business and vital interests in Serbia, or spend 183 or more days in a 12-month period beginning or ending in the tax year. Serbian-source income may be taxable before residence, and treaties can change the result. Track days, homes, family location, payer and work location.

Banking rules distinguish resident and non-resident accounts and banks must complete source-of-funds checks. Ask which status, passport, residence card, address and tax evidence applies. Do not assume that a bank's foreign-exchange classification equals tax residence, or that a single permit resolves foreign-company payroll and reporting.

Verify the insurance basis for every family member

Temporary residence and D-visa files can require adequate health-insurance evidence. Serbia's system combines compulsory public insurance with optional private cover; employees should ask payroll for proof of registration rather than infer access from the work card.

A bilateral agreement may cover urgent care for an insured visitor only with the prescribed home-country evidence, and this is not the same as full resident enrolment. Check the spouse and children individually, provider access, prescriptions and planned care, and retain bridge cover until public status is verifiable.

Prepare recognition, driving and pet files before the move

For a child continuing primary or secondary education, Serbia's eGovernment guidance directs families with foreign school records to the Qualifications Agency for recognition. Contact the school and Agency before travel about translations, reports, residence, medical checks and placement timing.

A temporarily resident foreigner may generally drive during temporary stay on a valid foreign or international licence, but exchange, translation, vehicle and insurer rules remain fact-specific. Ask the traffic authority before relying on that rule long term. For pets, confirm current veterinary and border conditions with the Serbian veterinary authority and carrier for the exact origin and species.

Protect renewal and the three-year residence record

Apply for extension through the portal while the current temporary residence or single permit is valid, using the same real basis or a lawful new one. A new employer, activity, address, passport or family circumstance can require changes before the old permission expires; preserve portal receipts and the issued card.

Permanent residence can generally be requested after three years of continuous approved temporary residence or combined temporary residence and work, subject to continuity and absence rules. Study time counts only half for this test. Keep entry/exit, address, permit, tax and insurance records rather than assuming three calendar years automatically qualify.
