Moving to Singapore: pass, family, tax and long-term status

Use the exact MOM pass
Confirm employer, occupation and pass before moving; do not start or change work outside its conditions. Complete issuance and identity steps in the approval instructions.
A Dependant’s Pass permits stay, not ordinary unrestricted employment. MOM says an organisation normally applies for the dependant’s own EP, S Pass or DP Work Permit; limited business cases use a Letter of Consent.
Set up housing, health and tax
Verify lawful occupancy, lease inventory, deposit and address reporting. Confirm employer medical benefits and private coverage rather than assuming a universal public entitlement.
IRAS determines tax residence from its day and employment tests, not the pass label alone. Preserve arrival, travel and payroll records.
Treat PR and citizenship as new decisions
ICA lists eligible PR applicant categories including EP and S Pass holders but assesses the application; eligibility is not approval. Citizenship is later and separate, and National Service consequences require family-specific review.
Turn in-principle approval into an active pass
Follow the MOM approval letter for entry, pass issuance, address, medical examination and identity registration where required. The employer or appointed agent controls many work-pass actions, so retain copies of submissions and the digital pass rather than relying on verbal confirmation.
Before changing employer, occupation or pass type, check whether a new application and approval must come first. Put the principal applicant and every dependant on separate expiry and renewal rows.
Give each family member a residence and work plan
A Dependant’s Pass allows eligible family to stay but does not create ordinary unrestricted employment. MOM says a prospective employer can apply for an Employment Pass, S Pass or DP Work Permit; a Letter of Consent is confined to specified business situations.
Confirm school, childcare, healthcare and insurance before travel. Ask the employer what it covers and compare private protection for exclusions and the period before benefits begin.
Build credible PR and citizenship evidence over time
ICA lists EP and S Pass holders among people eligible to apply for PR, but eligibility is not approval. Preserve tax assessments, employment history, qualifications, family records and residence evidence without inventing a guaranteed waiting period.
Citizenship is a later, separate ICA decision. National Service consequences can apply to male applicants granted PR or citizenship in specified family or student circumstances, so evaluate the whole household before filing.
