Moving to South Korea: residence cards, housing deposits and setup

The visa category controls work and family rights, while the residence card unlocks much of daily administration. Plan registration, housing-deposit protection, health insurance and tax as connected but separate projects.

Match the status of stay to the real activity

South Korea’s Visa Portal separates professional employment, investment, study and dependant categories. A short visit or visa waiver does not authorise ordinary employment. An E-7 application depends on a designated activity and employer; D-8 is for qualifying corporate investment or business activity; D-2 covers eligible study; and family status depends on the principal or Korean-family relationship. Use the Visa Navigator and the responsible consulate for the exact nationality and purpose.

Ask who obtains any visa issuance confirmation, whether the application is completed at a mission or online, and which original documents must travel. Dependants should confirm work permission separately. Do not describe F-2 points residence or F-5 permanence as an automatic reward for time spent: each has current income, conduct, language, points or status requirements.

Book foreign resident registration early

The Ministry of Justice says a foreign national intending to stay more than ninety days generally applies for foreigner registration within ninety days of entry, subject to statutory exemptions. The application is made at the immigration office responsible for the place of stay after making a Hi Korea reservation, with passport, photograph, proof of residence and status-specific documents. The resulting residence card is central to banking, mobile, insurance and other administration.

Appointment availability is not an extension of the legal deadline, so reserve promptly and keep the confirmation. Ensure the name and address match across the lease, employer or school letter and application. After moving, a registered foreign resident generally reports the new place of stay within fifteen days; an F-4 overseas Korean reports within fourteen days. The Ministry of Justice allows reporting at the competent immigration or community office and through Hi Korea. Do not assume a landlord updates Immigration for you.

Protect the deposit before choosing jeonse or wolse

Korean rentals commonly use either a very large deposit with little or no monthly rent, or a smaller deposit plus monthly rent. Treat the deposit as capital at risk, not simply prepaid rent. Verify the registered owner, property register, senior claims, agent credentials, building use and repayment terms with a qualified Korean adviser or certified agent before transferring money. Keep a signed Korean contract and an accurate translation of the material terms.

Korea’s Easy Law service explains that a foreign tenant who completes foreigner registration and reports the place of residence can receive protection under the Housing Lease Protection Act. It also explains that a fixed date can be obtained through an administrative welfare centre, court or registry office, including the Supreme Court’s online registry. Confirm the sequence for possession, residence reporting and the fixed date before paying the balance; these steps do different jobs and should not be treated as automatic merely because a contract was signed.

Identify employee or self-employed NHIS enrolment

National Health Insurance Service distinguishes workplace-insured foreigners from self-employed insured residents. A foreigner working at an insured workplace can be compulsorily enrolled through the employer. Outside workplace coverage, eligible registered foreigners are generally subject to mandatory self-employed enrolment after staying in Korea for more than six months, while the acquisition date differs for specified statuses such as marriage migration and study. Visa category and recognised equivalent foreign or employer cover can also affect exclusions.

Ask the employer and NHIS for the acquisition date, household treatment and any documents needed to recognise family relationships. Keep interim insurance until active coverage is confirmed, and check what it does not pay. Bring prescription details, clinical and vaccination records, locate a clinic and emergency hospital, and ask how referrals, language support and reimbursement work.

Set up payroll, tax and identity-dependent services

The National Tax Service publishes a current annual income-tax and benefits guide for foreigners and year-end settlement material. Tax residence, Korean-source employment, foreign-source income and available treatment depend on the facts and applicable treaty; they are not determined by the visa label alone. Record presence days, compensation, equity, overseas accounts and remittances, and obtain advice before choosing any special foreign-worker tax treatment.

Bank, phone and online identity services often depend on the residence card and exact romanised name. Ask the employer which bank branch handles foreign employees, then confirm passport, card, Korean address, phone, employment and tax evidence. Test the card, transfer limits, app authentication and international remittance before moving the whole reserve. Use the same name order and spacing wherever possible to reduce failed identity matching.

Use the KOROAD exchange rules for the issuing country

KOROAD’s English guidance requires the original foreign licence, passport and entry history, residence card, photographs, licence authentication through an embassy certificate or apostille, and an entry-and-exit certificate. A physical check is part of the process. Whether a written test is required depends on whether the issuing jurisdiction is recognised for exchange; nationality alone is not the test.

Check the current recognised-country notice and document-validity rules before ordering an apostille or embassy letter. If the licence country differs from nationality, proof of residence in the issuing country can be required. Confirm insurance, vehicle registration and parking before buying a car; in major cities the subway and bus network may make a car unnecessary.

Coordinate family records, schools and animal quarantine

Each family member needs a status, residence-registration plan, health-insurance basis and renewal date. Prepare apostilled or otherwise accepted marriage, birth and custody records and translations as directed. Ask schools about eligibility, curriculum, Korean-language support, academic-year placement, transport, meals and prior records before fixing a home; an international-school label does not establish accreditation or transferability.

The Animal and Plant Quarantine Agency requires imported dogs and cats to be declared and inspected with an exporting-government quarantine certificate. Depending on age and origin, the certificate and checks can include microchip identification and rabies-antibody evidence. Give APQA the species, age, origin, route and arrival airport before the vet visit; failure to meet the conditions can mean detention or return rather than same-day release.
