Moving to Uruguay: residence and arrival guide

Uruguay’s residence case, civil identity, BPS or tax records and health affiliation are separate steps. Start with document provenance and an address that supports the file.

Choose permanent, temporary or Mercosur residence

Nationality, intended duration, family link and income determine the authority route. General permanent, temporary, Mercosur and Uruguayan-family cases have different evidence. Visitor admission or property ownership is not residence or unrestricted work proof.

Confirm whether the application is handled by Migración or another competent channel, what status applies while pending and whether each family member files separately. Retain the appointment and expediente evidence.

Prepare civil and livelihood evidence

For general permanent residence, the current procedure asks adults for national-level police certificates from the country of origin and countries where they lived for at least six months during the preceding five years. Foreign documents normally need apostille or legalisation and Spanish translation; Brazilian documents have a stated translation exception. Check the selected category because family, Mercosur, minor and temporary files differ.

Bring originals to the appointment after the online review. The permanent-residence procedure also calls for a health card from an authorised Uruguayan public or private provider and evidence of lawful means appropriate to the activity. Children need civil records and, where relevant, properly executed permission to reside or custody evidence.

Coordinate residence and cédula

Submit the residence form and documents online, answer observations in the gub.uy inbox, then schedule the in-person appointment once the file is accepted. Bring the originals; do not assume an upload completes the residence case. Migración’s certificate is the bridge to civil identification.

For a first identity document, a person born abroad with residence pending, permanent or permanent Mercosur needs the residence certificate and a birth record registered in Uruguay’s foreign-records section. If the registered record is not yet available, the authority describes a provisional-document route using the migration certificate and an apostilled, translated birth record or consular certificate. The holder must attend personally.

Build reliable domicilio evidence

Use temporary housing while comparing transport, heating, damp, internet, building common costs and utility responsibility. Verify the owner or agent and read guarantee, inventory, adjustment and notice clauses.

Keep the signed lease, payment trail, condition report and meters. Ask which constancia de domicilio each authority accepts. Do not treat a real-estate purchase as an immigration shortcut.

Separate BPS, DGI and banking

Employees and independent workers have different BPS registration and contribution duties; tax registration and residence are handled separately by DGI. Record travel, work, foreign income, assets and accounts from arrival and obtain advice before restructuring remote or company income.

Banks apply identity, residence, address, tax and source-of-funds checks. Keep another payment route while onboarding and verify supervised institutions through the Central Bank. Reconcile the first payslip with BPS and tax records.

Select and activate health coverage

Uruguay’s integrated system and National Health Insurance do not turn residence approval into automatic provider enrolment. For an active worker entering the insurance system, BPS explains that mutual-provider affiliation may be assigned automatically to the last provider used; a person with no prior provider has a choice period and can otherwise be assigned through the system. Confirm the current rule for your employment and family position.

Check the BPS work registration first, then verify the named provider and each dependant rather than cancelling interim cover on the strength of a payslip. Bring identity, vaccination, prescription and clinical records and identify urgent and routine care near the address. Independent workers and people outside contribution-based coverage need the applicable public or private enrolment route.

Set up work and school

Confirm lawful status and employer onboarding before work. Preserve contract, payroll and BPS contribution evidence; regulated occupations may require recognition.

Ask the education authority or school about placement, address, birth, vaccination and translated academic records. Keep relationship and custody evidence for family cases and confirm adult dependants’ work and tax steps individually.

Handle licences, pets and renewal

Driving licences are administered by departmental governments, so the exchange, medical or testing process depends on the place of residence and issuing country. Vehicle import and registration are separate.

MGAP controls pet health entry. Check identification, vaccination, certificate and carrier rules before booking. Track residence, cédula, tax, health and licence actions plus address or family changes.
