Overview
Permanent legal residence is the main settlement route for non-MERCOSUR foreign nationals who intend to live in Uruguay indefinitely. The Direccion Nacional de Migracion (DNM) reviews identity, criminal-record, health and means documentation, and on approval issues residence and the Uruguayan identity card (cedula). Permanent residence is the standard precursor to naturalisation. The application can be started online via tramites.gub.uy or in person at DNM offices.
