What is the Skilled Work Regional (Provisional) visa (subclass 491)?

Provisional 5-year regional visa leading to permanent residence via subclass 191.

Subclass 491 is a provisional regional visa for skilled workers nominated by a state or territory government agency or sponsored by an eligible relative. Holders must live, work, and study in designated regional Australia while the visa conditions apply.
