Moving to Cambodia: a practical relocation guide
Cambodia separates immigration status from the Ministry of Labour work permit and employment card. The landlord or accommodation provider should also record the foreign resident in the official FPCS system.

Choose the correct ordinary-visa extension
The ordinary E-class entry visa is the starting point for common EB business/employment, ER retirement, EG job-seeking and ES study extensions. A tourist visa is not the correct base for ordinary work or long-term residence.
Route labels describe immigration purpose, not a right to work. An EB extension still requires the labour documents when employment is performed.
| Plan | Route to examine | Key dependency |
|---|---|---|
| Employment or business | EB Business Visa (E-class ordinary visa, business/employment) | Work permit and employment card are separate. |
| Retirement | ER Retirement Visa (E-class retirement sub-class) | Do not work; document retirement basis and means. |
| Study | ES Student Visa (E-class student sub-class) | Use recognised enrolment and confirm any work separately. |
Complete e-Arrival and foreigner-presence records
The General Department of Immigration says travellers can submit Cambodia e-Arrival within seven days before or on arrival and that submission is free. Keep the entry record and extension receipts.
Ask the landlord or hotel to record the stay in the Foreigners Present in Cambodia System and retain proof. A later move should trigger an updated accommodation record.
Obtain both work permit and employment card
Cambodia Labour Law says a foreigner cannot work without a work permit and employment card, lawful entry, a valid passport and residence permission. The permit runs for one year and cannot extend beyond the residence permission.
Have the employer complete the live Ministry of Labour process before work. A change of employer or activity should be checked rather than carried across informally.
Check the lease and medical access
Use a written lease, inventory and utility record and confirm the owner will complete FPCS. Avoid long deposits where title or authority to rent cannot be checked.
Cambodia does not give every foreign resident comprehensive public medical cover. Obtain private insurance that covers the actual providers and evacuation needs, and identify clinics before arrival.
Register payroll and family services
Ask the employer to confirm tax registration, withholding and National Social Security Fund treatment. Immigration extension and tax residence remain separate.
Each family member needs their own valid stay. Contact the school with prior reports, vaccination records and language needs; school admission does not create dependant immigration status.
Renew immigration and labour documents together
Calendar passport, visa extension, work permit and employment card. Renew before the shortest document expires and keep the FPCS address current.
Check the issuing-country rule for driving-licence conversion and complete Cambodian vehicle insurance before relying on a car or motorbike.
