Moving to the Netherlands: permits, sponsors and registration

For many non-EU, non-EEA and non-Swiss movers, a Dutch sponsor files or leads the residence application and any required MVV is requested with it. After a positive decision, the applicant completes the entry, biometrics and residence-card steps, then registers in the BRP and resolves insurance. EU, EEA and Swiss citizens generally do not need a residence permit.

The move in one sequence

Start with nationality, purpose and sponsor. The MVV is a Type D entry visa for many people staying more than 90 days; it is not the residence permit. It is normally requested at the same time as the residence permit.

After approval, complete the Dutch representation or IND biometrics instruction, travel within the entry permission, collect the residence document when invited and register locally. For a stay over four months, Government.nl says to register with the municipality within five days of arrival; the municipality enters you in the BRP and issues the BSN.

  • Highly skilled worker: only an IND-recognised employer can file the route.
  • GVVA worker: the employer normally files and the IND seeks UWV labour-market advice; confirm whether a different work category applies.
  • Higher-education student: the IND-recognised institution files for the student.
  • Ordinary partner case: the sponsor normally demonstrates status, relationship and income; the applicant supplies personal, relationship, antecedents and any exam or MVV evidence.

Who does what

The sponsor role is route-specific. A recognised employer files a highly skilled migrant application. A recognised university files a higher-education student application. In the ordinary partner route, the sponsor can apply in the Netherlands or the applicant can use the embassy route described by IND. A GVVA can be filed by the employer and in some situations by the applicant, but employer evidence and UWV assessment remain central.

The applicant supplies accurate identity and civil records, attends the MVV or biometrics step, travels within validity and collects the card. The municipality, not IND, performs BRP registration and issues the BSN.

Work, study and partner lanes

Highly skilled migrant eligibility includes a contract with an IND-recognised sponsor, the current income requirement and a market-rate salary. A GVVA combines residence and work permission and can involve a labour-market test. Do not call every employee route a highly skilled migrant permit.

The higher-education student route requires proof of registration, an accredited full-time programme, a recognised educational sponsor, sufficient funds and continuing study progress. The institution normally assesses whether the student earns at least 50 percent of annual credits.

Ordinary partner residence asks for a verifiable relationship, age and cohabitation conditions, sponsor income and status, and sometimes the civic integration exam abroad. EU-law, asylum-family and special-status cases use different procedures.

Document pack to prepare

Let the route form and sponsor checklist control. IND route pages instruct applicants to legalise official foreign documents and translate them into Dutch, English, French or German when required. Municipalities set their own appointment evidence, and IND specifically advises bringing a legalised and translated birth certificate for registration.

  • Valid passport and MVV-exemption evidence if relying on an exemption.
  • Contract, salary and employer records; or admission, sponsor and finance records; or relationship, sponsor-income and antecedents records.
  • Legalised and translated civil records requested by the route.
  • Positive decision letter and MVV or biometrics correspondence.
  • Legalised and translated birth certificate, address evidence and any additional municipality documents.

After the IND decision

If an MVV was granted, collect it at the Dutch representation named in the application and follow the appointment deadline in the decision. Where no MVV was used and biometrics are outstanding, follow the IND letter before booking; IND warns that an appointment made before the relevant letter can be cancelled.

The IND sends a letter when the residence document is ready. Inspect identity, validity and work wording on collection. GVVA holders also receive an additional document describing the permitted employer and conditions.

After arrival

Register with the municipality if staying more than four months. The BRP record produces the BSN used for government dealings and healthcare. Do not confuse the BSN with a residence permit.

People who come to live or work generally need Dutch basic health insurance with cover from the day the duty starts and must arrange it no later than four months after arrival. Study-only cases can differ: IND says foreign insurance covering the Netherlands may be sufficient for some study permit holders, while working can trigger Dutch insurance. Complete a TB test within the instructed period only if the application included that obligation and no exemption applies.

Mistakes and quick answers

Common mistakes are treating the MVV as the residence card, applying through the wrong sponsor, using visa-free short travel as proof of an MVV exemption, attending biometrics without the IND instruction, and starting work without reading the actual work endorsement.

Is the decision period an arrival promise? No. It is a legal decision period; document requests, the MVV appointment, travel and card production are separate stages. Can registration wait for the card? The municipal deadline is tied to arrival for a resident staying over four months. Ask the municipality what it accepts if the card is not ready. Does every student need Dutch insurance? No universal answer; check actual study and work activity.
