Treat Niue as its own immigration jurisdiction
New Zealand citizenship and travel arrangements do not erase Niue’s Immigration Act. The Act distinguishes visitor, work and student permits and permanent residence certificates. A visitor permitted on arrival must not be treated as authorised to take employment.
The work-permit decision is tied to the proposed work and conditions imposed by the immigration authority. Permanent residence is a separate Cabinet-controlled status, not an automatic result of repeated visits or New Zealand residence.

Confirm entry and work status before the weekly flight
Check the current visitor permission and passport evidence for the traveller, then obtain the work or student permit before the activity begins. Keep the approval, onward travel and sponsor records accessible offline.
Flight disruption can make a missed filing or expiring document operationally serious. Confirm the application contact and allow enough time without relying on an invented processing estimate.
Prove housing, freight and connectivity before relocating
Niue’s small housing market and limited air and sea links make a speculative move risky. Secure a real property, inspect cyclone condition, water storage, power and internet, and confirm how essential cargo will arrive.
Alofi and village living have different commutes and access but nowhere has mainland-style service redundancy. Put vehicle availability, repairs and backup communications into the move plan.
Plan for care that may require leaving Niue
Carry clinical summaries, prescriptions and a sufficient initial medicine supply. Ask the Government health service what care is available locally and which conditions normally require referral overseas.
Buy insurance that expressly covers residence on Niue, delayed flights and medical evacuation to the destination the insurer will actually use. Do not assume New Zealand citizenship or a Niue permit pays all transport or treatment.
Give dependants a separate legal and service file
A worker’s spouse or child should have their own immigration basis and documented relationship. A spouse must not begin work unless their permit or separate approval authorises it.
Confirm school place, curriculum continuity and any off-island needs before moving children. Pet and biosecurity import conditions should be cleared before booking cargo.
Test banking, tax and payroll from the island
Ask the employer and bank what identity, permit, address and tax records are required and how payroll and international transfers operate. Keep an alternative payment method for flight or network disruption.
Niue and New Zealand legal connections do not make the tax result automatic. Retain travel, income, remote-work and business records and obtain advice for both jurisdictions where relevant.
Renew the activity, not merely the stay
Apply to extend or vary the work or student permit before expiry and before changing employer or activity. A visitor extension is not a substitute for a work variation.
Keep onward travel viable, monitor cyclone and shipping disruption, and close tax, employment, utility and immigration records deliberately on departure.
