Moving to Panama: visitor entry, residence, work and daily setup
A tourist entry is not a residence or work permit. Choose a current residence category, use the National Immigration Service requirements, and treat tax, banking, housing and professional permission as separate checks.

Choose the legal basis before shipping belongings
Panama’s National Immigration Service publishes different permits and visitor requirements. A visitor may explore a city or meet an adviser, but visitor entry does not itself authorise ordinary local employment or guarantee a residence application.
Compare the actual residence category for your facts, such as family, investment, employment or another published route. Requirements, minimums and permitted activities can change, so use the current official checklist and a Panamanian professional where the application requires one.
Residence and work are not the same document
MITRADEL’s labour-migration workflow starts with filiación, the registration of the migrant worker in its national register. Then identify the work-permit classification for the actual employment or investment situation and use that category’s requirements and fee table. Residence approval does not automatically grant unrestricted local employment.
Remote work, foreign clients, company ownership and local service delivery can have different immigration, labour, tax and licensing consequences. Describe the actual activity before relying on a category.
Rent first, then commit
Use a scouting stay to compare Panama City, highland and coastal locations by the real commute, healthcare, schools, internet, climate and emergency access. Rent, deposits, utilities and transport vary by neighbourhood and season.
Ask a bank and landlord which documents they accept from a new resident. Keep funds available for temporary accommodation, deposits, legal or application costs, insurance and the period before local income begins.
Build the family and healthcare plan locally
Check private and public healthcare access for the municipality and status you will hold. Arrange travel or private cover during the transition and confirm how prescriptions and pre-existing care will be handled.
Children may need school admission, health records and translated civil documents. A spouse or dependent may need a linked or separate immigration file; do not treat a principal permit as proof of every family member’s work right.
Tax and renewal are ongoing tasks
Panama tax questions depend on residence, source of income, business activity and the relationship between local and foreign work. Read the current tax authority material and obtain advice for remote work, property, companies and former-country filing.
Keep passport entries, permit cards, employment or investment evidence, lease, tax filings and renewal dates. A residence card does not guarantee permanent residence or citizenship, and a visitor stamp does not replace it.
Route decision table
The current category must be confirmed against the National Migration Service before filing.
| Goal | Start with | Next check |
|---|---|---|
| Visit and scout | Visitor requirements | Leave or obtain a qualifying residence permit before the visitor period ends |
| Work for a Panamanian employer | SNM residence category plus MITRADEL labour process | Employer, occupation and work authorisation |
| Retirement, investment or family residence | SNM category and supporting evidence | Financial, family, apostille and renewal requirements |
Friendly Nations: prepare a provisional application, not instant permanence
For eligible designated nationalities, the SNM checklist provides a two-year provisional stage before a permanent-residence application. Employment, qualifying property and a qualifying fixed-term deposit are alternative evidence paths. Select one with your adviser before ordering documents; a bank account alone is not the residence application.
The checklist includes a notarised power and application, passport copy, photographs, criminal-record and health certificates, personal-history declaration and government payments. Employment cases also include the employer’s records and evidence of the MITRADEL application. Dependants require relationship and support evidence. Obtain a written schedule separating government charges, professional costs, translation and document legalisation.
Your moving checklist
Tick off the tasks that apply to you. The timing is a planning order, not a substitute for the deadlines on your permission or an official instruction.
