Moving to Peru: permission and practical setup

Peru’s worker, family, investor, rentista and permanent statuses are separate migratory qualities. Approval must be followed by identity and practical administration, while tax domicile, health enrolment and banking depend on additional facts.

Choose the migratory quality before work or settlement

Use worker residence for qualifying employment, family residence for an eligible relationship, rentista for qualifying passive income and investor status for the defined investment activity. Permanent residence is a later, separately assessed category.

The digital-nomad category announced in law should not be treated as operational until Migraciones publishes an active application procedure. Visitor presence, an RUC, property or a bank account does not authorise local work or residence.

Prepare apostilled and translated evidence

Use the exact Migraciones service page for the selected change or grant. Obtain passport, police, birth, marriage, custody, employer, income and company records as applicable and check apostille or consular legalisation plus Spanish translation requirements.

Keep the online filing, payment, appointment and notification record. Ensure the contract and employer information match the approved activity. Do not send the passport or original civil records in household freight.

Complete the resident identity sequence

After approval, follow Migraciones instructions for enrolment or issuance of the carné de extranjería and verify the card details. The card is practical identity evidence but does not by itself settle tax domicile, professional recognition or health affiliation.

Use consistent address and civil data across Migraciones, employer, SUNAT, health and bank files. Check whether changes of address, employer or family status require an online update before relying on the new facts.

Choose housing around Lima or regional realities

Test commute, earthquake safety, water reliability, building rules, internet, security and healthcare access before taking a long lease. Verify the owner or authorised agent, inventory, deposit, maintenance charges, currency and termination clauses.

Retain the signed contract, condition record and payment trail as address evidence. If importing household goods or a vehicle, obtain a written SUNAT customs classification before dispatch; migratory residence is not a blanket exemption.

Separate tax domicile from migration and health

SUNAT’s tax treatment distinguishes domiciled and non-domiciled individuals and applies statutory presence and timing rules. Record every entry and exit plus Peruvian and foreign income. Obtain an RUC when required by work or business rather than assuming the carné completes tax registration.

Ask whether EsSalud through payroll, SIS eligibility or private cover applies. Verify activation and every dependant before cancelling interim insurance. Bring prescriptions, vaccination and clinical summaries and identify routine and emergency providers.

Coordinate work, school and recognition

Regulated professions can require recognition or colegiatura in addition to immigration permission. Confirm the employer can place the worker on payroll and preserve contract, payslip and contribution records.

Contact the school or education authority about placement, address, vaccination and validation of foreign study records. Family applicants should preserve current civil, custody and consent documents and confirm each adult’s work and tax status individually.

Use the six-month driving rule carefully

MTC says a foreigner in regular status may use a current foreign licence during the first six months only where an applicable international convention exists. Check the issuing country and exchange or Peruvian test route before driving; do not treat six months as universal recognition.

SENASA controls pet entry and inspection. Complete the country and species health requirements before booking. Track the carné, passport, migratory status, tax and licence dates and protect evidence of absences if permanent-status eligibility depends on continuity.
