Permanent Resident (Residente Permanente)

Overview

Permanent resident (Residente Permanente) is Peru's settled-status category. You generally reach it after maintaining legal residence for three consecutive years in a qualifying category such as worker, investor, family member of resident or religious. You apply by changing your migration category through the Superintendencia Nacional de Migraciones, usually online through the agencia digital. Permanent residents may generally live and work in Peru without an employer tie. Heads-up on citizenship: the long-famous fast (~2-year) naturalisation route is changing - new citizenship Law 32421 (passed August 2025) moves Peru to a uniform 5-year naturalisation once its regulations are in force, so do not assume the old short timeline still applies.

   Check the route fit

   Confirm you have completed three consecutive years of legal residence in a qualifying category, using the official Migraciones page.

2. 02

   Build the evidence pack

   Compile proof of your residence time, your Carne de Extranjeria and passport, any required criminal-record certificate, and proof of the fee.

3. 03

   Submit through the official channel

   Apply to change to the permanent resident category online through the Migraciones agencia digital, following the official requirements.

4. 04

   After approval

   Collect your permanent Carne de Extranjeria and keep it valid; if you are aiming for citizenship, check the new Law 32421 timeline before relying on the old fast route.
