Moving to Rwanda: a practical relocation guide
Rwanda publishes distinct permit classes for employment, investment, entrepreneurship, study and other purposes. Visa-on-arrival access is entry permission, not permission to work; the permit class and employer or activity must be approved.

Choose the legal route before the travel route
Rwanda’s immigration authority lists several employment subclasses, including occupation-on-demand and employer-sponsored skilled-worker cases. Match qualifications, experience, contract and sponsor to the published class; visa-on-arrival access is not work authorisation.
Investor and entrepreneur categories have their own registration and activity evidence. A company registration or investment certificate does not replace the individual permit, and a permit for one activity should not be stretched to cover another.

Use Irembo and preserve the evidence trail
The employment page currently routes applications to Irembo and identifies class-specific contracts, recommendations, qualifications, CV and police records. Upload readable records and keep the payment, submission and decision references.
After approval, check class, employer or activity, and validity. Complete the foreigner identity-card process when applicable and keep the permit and card records aligned after a passport or address change.
Choose Kigali housing by commute and service resilience
Verify landlord identity, lease, inventory, utilities, water, internet and termination before paying. Kigali neighbourhoods differ in commute and terrain; a regional posting needs an additional transport, healthcare and connectivity plan.
Retain the real address for bank, tax and identity records. If the employer supplies housing, document when occupancy ends and who pays utilities or repairs.
Register tax and payroll to the approved activity
Ask the bank for its permit, foreigner ID, address, employer and source-of-funds requirements. Entrepreneurs should keep business money, personal money and invoices traceable from the first transaction.
Register and file through the Rwanda Revenue Authority as the facts require. Immigration class does not decide tax residence or business obligations; retain travel days, payroll, foreign income and company records.
Build family, school and health access person by person
Each dependant needs the correct immigration record; an adult family member should not work until their own basis allows it. Carry authenticated civil documents and ask schools for prior reports and vaccination records before arrival.
Confirm insurer network, emergency transport and referral arrangements, especially outside Kigali. Keep prescriptions and enough initial medication to bridge provider registration.
Renew against the live class requirements
The authority publishes different new-application and renewal evidence for each permit class. Calendar the permit, passport and foreigner ID separately, and clear employer or activity changes before starting them.
Check current official advice for border districts and regional crossings. Preserve tax clearance, contracts and permit history when leaving or applying for longer-term residence.
