If you own and run a business in Rwanda rather than investing as a passive backer, this is the permit for you. The business (entrepreneur) class is issued by the Directorate General of Immigration and Emigration to foreign nationals who own and operate a registered company in Rwanda, and the application is made online through IremboGov. It is distinct from the investor permit in that it centres on actively running the business rather than meeting an investment threshold, though the company must be properly registered.
