Driving in Spain with a foreign licence

Your rule depends on the issuing country, licence history and when normal residence begins. Classify it on DGT before driving or buying a vehicle.

Identify the licence regime

EU and EEA licences, licences from countries with an exchange agreement and licences from countries without one follow different routes. For an agreement-country exchange, DGT generally requires the licence to have been obtained before Spanish residence.

DGT states that a qualifying non-EU foreign licence is normally valid for no more than six months after normal residence begins. Record that date and do not substitute an international permit for the resident rule.

Start exchange or testing early

Use DGT’s country selector to confirm categories, tests, verification and documents. Allow time for the medical report, issuing-authority confirmation, appointment and surrender of the original licence.

If the country has no exchange, plan Spanish theory and practical testing and stop driving when foreign validity ends. Do not rely on a pending appointment as permission to drive.

Keep the vehicle process separate

Licence validity does not register or insure a vehicle. Before importing, price transport, conformity, inspection, tax, registration, environmental restrictions and insurer acceptance against selling and buying locally.

Keep foreign insurance and registration valid until the lawful transition is complete. Check the municipal low-emission rules for every city you expect to enter.
