The MFA lists study as an entry-visa purpose. The support document is an invitation from a Belarusian educational institution approved by the Citizenship and Migration Department of the Ministry of Internal Affairs, or relevant confirmation from that department sent directly to the Embassy or Consulate. The MFA note also says a foreign citizen who arrives on a short-term student visa should apply locally to the Citizenship and Migration Department for a residence permit and, if necessary, an exit-entry visa.
