Rule changes note —Kuwait reformed its residency rules under Ministerial Resolution No. 2249 of 2025, in force from 23 December 2025. It sets out a tiered residency model and an exit-permit requirement: residents who stay outside Kuwait beyond the permitted period without an official exit permit can have their residency cancelled. Overview

The 2025 reform introduced a longer residency tier of up to around 10 years for foreign property owners (and, in some cases, their children). It is reviewed case by case, and the regulations are reported not to fix a published minimum property value - so any threshold you read elsewhere is indicative. This is long-term renewable residence rather than permanent residence: Kuwait grants no permanent residence or settlement to expatriates, and the residency stays conditional and fixed-term.
