Moving to Kuwait: a practical relocation guide
Kuwait employment is sponsor-led. Private-sector workers use Article 18 and government workers Article 17; family Article 22 status is separate. The residence permit, medical checks, biometrics and Civil ID form one dependent chain.

Start with the correct sponsor article
Private employers sponsor Article 18; government bodies use Article 17. Family Article 22, investor, property-owner and student routes have different eligibility and work consequences.
A visit visa cannot be converted into ordinary work merely by starting a job.

Complete medical, biometrics and Civil ID
Follow the sponsor’s sequence for entry visa, medical examination, fingerprints or biometrics, residence issuance and Public Authority for Civil Information registration.
The Civil ID depends on a valid residence and actual address; obtain PACI proof and update it after moving.
Keep employment and housing sponsor-aligned
Do not work outside the approved employer and Article 18 or 17 status. Transfer or cancellation must be completed before a new start or final departure.
Use a written lease and verify the address can be registered with PACI. If employer housing is provided, document family occupancy and move-out timing.
Verify insurance and cross-border tax
Health insurance and medical screening are part of residence administration; confirm continuing cover and provider access for each dependant.
Kuwait generally does not levy personal income tax on employment income, but foreign-country residence, social charges and business activity can create obligations. Keep advice and records.
Plan family, school, banking and driving
Article 22 eligibility and sponsorship conditions change; use the current Ministry service before moving family. A dependant cannot assume a right to work.
Bring attested civil and school records. Banks require Civil ID, address, tax residence and source-of-funds evidence; driving-licence eligibility is status- and occupation-sensitive.
Renew before sponsor control becomes a problem
Calendar passport, work authorisation, residence, Civil ID, health insurance and dependant cards. Require the sponsor to start early and retain copies.
Complete formal transfer or cancellation and settle fines or travel restrictions before departure.
