Rule changes note —Kuwait reformed its residency rules under Ministerial Resolution No. 2249 of 2025, in force from 23 December 2025. It sets out a tiered residency model and an exit-permit requirement: residents who stay outside Kuwait beyond the permitted period without an official exit permit can have their residency cancelled.
