Rule changes note —Kuwait reformed its residency rules under Ministerial Resolution No. 2249 of 2025, in force from 23 December 2025. It sets out a tiered residency model and an exit-permit requirement: residents who stay outside Kuwait beyond the permitted period without an official exit permit can have their residency cancelled. Health insurance valid for the residency period is also required. All residency stays fixed-term and sponsor-tied - Kuwait has no permanent residence for expatriates. Verify the current rules on the official Ministry of Interior page.

Overview

Article 22 residency lets an expatriate already living in Kuwait sponsor close family members, typically a spouse and dependent children, subject to the sponsor meeting income and other conditions set by the authorities. The dependant's residency is issued and renewed through the Ministry of Interior General Directorate of Residency Affairs and is tied to the sponsoring family member - if the sponsor's own residency ends, the dependants' basis ends too. Like every Kuwaiti residency, it is fixed-term, with no permanent residence or settlement for expatriates. Income thresholds and conditions change, so always confirm the current rules on the official Ministry of Interior page rather than third-party sources.

Frequently asked questions

Who can sponsor family residency in Kuwait?+−

An expatriate already resident in Kuwait can sponsor a spouse and dependent children if they meet the income and other conditions set by the authorities. The dependant's residency is tied to the sponsor's. Income thresholds change, so confirm the current rules on the official Ministry of Interior page.

Can my family stay in Kuwait permanently on Article 22?+−

No. Kuwait offers expatriates no permanent residence or settlement track, so family residency is fixed-term and renewed alongside the sponsor's status. Confirm the current rules on the official Ministry of Interior page.

What documents do I need to bring my spouse and children to Kuwait?+−

You typically need an authenticated marriage certificate for a spouse and authenticated birth certificates for children, plus the sponsor's residency and salary evidence and valid passports and health insurance for each family member. Certificates that are not properly authenticated or attested are a common reason applications stall. Confirm the current requirements on the official Ministry of Interior page.

If I lose my job in Kuwait, what happens to my family's residency?+−

Family residency under Article 22 is tied to the sponsoring family member's status, so if your own residency ends, your dependants' basis ends too. Because work residency is tied to your employer, losing that job can therefore affect the whole family. Confirm your situation on the official Ministry of Interior page.

Do my spouse and children each need health insurance to live in Kuwait?+−

Yes. Under the 2025 rules, valid health insurance covering the residency period is required for each dependant, not just the main resident. Confirm the current requirement on the official Ministry of Interior page.
