Rule changes note —Kuwait reformed its residency rules under Ministerial Resolution No. 2249 of 2025, in force from 23 December 2025. It sets out a tiered residency model and an exit-permit requirement: residents who stay outside Kuwait beyond the permitted period without an official exit permit can have their residency cancelled. Health insurance valid for the residency period is also required. All residency stays fixed-term and sponsor-tied - Kuwait has no permanent residence for expatriates.
