Moving to Vatican City: who can actually reside there
There is no ordinary retirement, investment or digital-nomad route to Vatican City. Citizenship and residence are functional and tightly linked to specified office, service or authorisation; most people working with the Holy See live in Italy.

Start with institutional eligibility
Vatican law ties citizenship to office or service and regulates residence and access separately. An invitation, employment connection, public audience ticket or home in Rome is not a right to live inside Vatican City.
The realistic plan for most lay workers is lawful Italian residence and commuting. Only proceed with a Vatican residence plan when the competent Vatican authority has issued explicit instructions.
| Situation | Route to examine | Reality |
|---|---|---|
| Public visitor | Public Visitor Access | Visitor access is not residence or work permission. |
| Authorised institutional resident | Authorised Residence | Requires a Vatican-authority decision; there is no public open-market application. |
| Office or service carrying citizenship | Office or Service-Linked Citizenship | Citizenship is functional and can end when the qualifying role ends. |
Separate public access, restricted areas and residence
St Peter's Square and visitor sites use public-access and security rules. Entry to administrative or residential areas requires specific authorisation even when a person can lawfully enter Italy.
Follow the issuing office's credential and gate instructions. Do not use tourist access as an address or represent it as a migration route.
Build an Italian plan unless told otherwise
A person living in Rome needs the Italian immigration, address, tax, healthcare and driving basis applicable to them. Vatican employment does not automatically replace Italian residence permission.
Secure housing and family arrangements in Italy only after confirming the employing institution's contract, privileges if any and competent authority. Cross-border payroll and tax advice is essential.
Do not assume family residence or public services
Vatican residence authorisation is individual and role-based. Ask whether any spouse or child may reside, what document is issued and what occurs when office or service ends.
Healthcare, school, banking and vehicle access can involve Vatican institutions, Italian systems or special arrangements. Use written instructions from the employer or Governorate rather than an ordinary expatriate checklist.
Plan for the role ending from day one
Functional citizenship can cease when the office or service ends, and residence or access may also terminate. Maintain or prepare a lawful Italian or other-country fallback and do not buy housing on the assumption of permanent Vatican status.
Return credentials, update access and residence records and resolve payroll, health and tax consequences with the issuing institutions before the final service date.
